Responsibilities and tasks include but are not limited to;
-Efficient execution of all administrative processes in the office according to the rules and regulations of the GTZ
-Service orientation of the GTZ-Office towards projects, HQ, expatriates, visitors, etc.
-Implementation and dissemination of new policies, rules and regulations, etc. concerning administrative procedures
-Management of office staff in close coordination with the Country Director
-Ensures compliance of policies with local laws
-Supervises auxiliary and administrative personnel in the GTZ Country-Office according to GTZ leadership principals
-Coordinates the contracting of external services (e.g. lawyers office, freelancers), monitors price and quantity/quality
-Annually accomplish Performance Assessment for all office personnel
-Advise to Program leaders in procedural and administrative aspects
-Keeps updated with labor market developments, including remuneration and benefits, changes in labor law and social insurance and more recommendations
-Ensures the introduction of new administrative personnel in the administrative GTZ-procedures, rules and regulations, code of conduct
-Initiates and co-ordinates the approval and further training of office and project administrative personnel
-Provides a communication venue for and between the GTZ and national staff
-Preparation of budget and monitoring costs of the GTZ-Country office
-Monitoring of the „Barmittelakkreditiv"
-Personnel issues, especially concerning personnel deployments and labor contracts
-Application of GTZ rules and regulations to a project's administrative processes
-Continually revises and improves office service procedures internally, as well as for projects
-Prepares and undertakes further job training related to his/her position and duties if required by the Country Director
-Participates at "Fiihrungskreis" and "AMA"-Treffen meetings, as well as at regional or central conferences concerning the Heads of Administration and prepares minutes if required
-Is responsible for the management of personnel, finances, and infrastructures of the entrusted area of activity In the context of leadership and management he/she is responsible for the personnel management of his/her employees.
This includes employing, dismissing, evaluating subordinates, extension of contract, and personnel development if applicable
-Gives professional advice and guidance to personnel s/he is responsible for and motivates her/his team
-Plans, coordinates and organizes within the project team
requiredd Entry Qualifications and Competencies
-Masters degree in Business Administration; and a formal professional certificate/diploma in economics, law, or something similar
-At least 5 years of professional working experience in a similar position
-Excellent command of MS-Office
-Good working knowledge of modern telecommunication systems
-Fluent in written and spoken German and English and other language skills required by the country of assignment.
-Supervisory experience of a team of at least 5 staff members.
-Experience with an international working environment, is capable of working within an inter-cultural environment
-Excellent office administration and organizational skills and is self-organized
-Applicants with study and/or working experience in Germany preferred
