"GIZ Office Al Bireh"
is looking for a   

"Head of Operation"   

Responsibilities and tasks include but are not limited to:

1-Supervision and quality assurance of administrative rules and regulations and back-up to the programs
-Efficient execution of all administrative processes in the office according to the rules and regulations of the GIZ
-Ensuring good services of the GIZ Office towards projects. HQ. expatriates, visitors, etc.
-Implementation and dissemination of new policies, rules and regulations, etc. concerning administrative procedures
-Supervision of the contracting of external services (e g. lawyers office, freelancers), monitoring of procurement procedures. prices and quantity/quality
-Providing advice to program leaders on procedural, administrative and budgetary aspects Monitoring the application of GIZ rules and regulations on projects' administrative processes
-Iiaison with GIZ Headquarters on all questions of administration and procedures
-Preparation of. and/or help in the preparation of budgets of the GIZ-Gountry office
-Ensuring compliance of policies with local laws, which prevail in the Palestinian Territory

2-Supervision of GIZ Office and administrative staff
-Management of office staff according to GIZ leadership principles
-Annual appraisal of accomplished performance for all office personnel
-Ensuring the introduction of new administrative personnel to the administrative GIZ-procedures, rules and regulations.

-Continuous revision and improvement of office service procedures internally, as well as projects' own procedures and
the interfaces between office and programs
-Initiating and coordinating the approval and further training of office and project administrative personnel
-Representing the GTZ Office in the management team of GIZ in the Palestinian Territory as well as at regional or central
conferences with other GIZ Heads of Administration
-Administration of the German House

3-Administration of GIZ national staff
-Follow-up of internal national personnel policy und ensuring its application in local employment conditions
-Overall administration of national personnel, preparation of contracts and ensuring completeness of personnel files
-Follow-up on labor market developments, including remuneration and benefits, changes in labor law and social insurance, provision of recommendations for local personnel policy issues
-Providing a communication venue for and between the GIZ and national staff, liaison with the National Personnel
-Representative Committee
-Ensuring compliance of policies with local laws, which prevail in the Palestinian Territory

Required Entry Qualifications and Competencies
-Masters degree in Business Administration; and a formal professional certificate/diploma in economics, or related field
-At least five years of professional working experience in a similar position
-Excellent command of MS-Office and preferably SAP applications
-Good working knowledge of modern telecommunication systems
-Fluent in written and spoken German and English
-Supervisory experience of a team of at least five staff members
-Experience with an international working environment, and capability of working within an inter-cultural environment
-Excellent office administration and organizational skills
-High personal skills such as high levels and standards of confidentiality, loyalty and self organization as well as the ability to maintain good contact to colleagues between service orientation and rules and regulations
-Preference is for applicants with study and/or working experience in Germany
