Head of Project - Communications and MEAL

The Head of Project (HoP) for Communication and MEAL (Monitoring, Evaluation, Accountability and Learning) will be the focal point for rolling out the advocacy and communications strategies at Gaza level and will be the liaison with the Advocacy Coordinator based in Jerusalem. The HoP will be responsible for the design and operations of an effective and participatory M&E system, in line with the mission SOPs. The Head of Project will work with the Database Officer and technical departments to obtain and analyse relevant information that can feed advocacy messaging and programs design.

Tasks:

Advocacy Tasks:

  • Support the Advocacy Coordinator to work with technical teams and the Database Officer to gather appropriate data to support and inform advocacy messages.
  • Responsible for implementation of the advocacy strategy in the base
  • Represent Action Against Hunger on advocacy – in AIDA advocacy working group meetings in Gaza, and other similar fora
  • Represent Action Against Hunger in the M&E working group of the ECHO partnership
  • Build a network with advocacy and other relevant staff in external agencies (Governments, Donors and UN bodies)
  • Ensure advocacy efforts are well communicated to the base through information sharing and regular updates/presentations
  • Support the maintenance of high quality working groups by providing technical input and guidance when needed.

Monitoring, Evaluation, Accountability and Learning Tasks:

  • Develop the relevant M&E framework, including; annual project reviews, participatory impact assessments, process monitoring, operations monitoring and lessons-learned workshops.
  • Ensure the M&E procedures are being followed and implemented on each contract in the base.
  • Revise Log frames matrix, guide the process for identifying and designing the key indicators for each component, to record and report physical progress.
  • Guide the process for identifying the key performance questions and parameters for monitoring performance and comparing it to targets, particularly through baseline and endline surveys.
  • Design formats for performance reports.
  • Review the quality of existing data, methods of collecting and degree to which it will provide good baseline statistics for impact evaluation.
  • Analyse monitoring results for impact evaluation purposes and to identify the causes of potential bottlenecks in projects implementation.
  • Plan for regular opportunities to identify lessons learned and implications for the projects way forward.

Communication Tasks:

  • Ensure all donor regulations for visibility are followed in the base
  • Work with technical staff and management to prepare communications material
  • Produce factsheets and other internal and external communications material for progress, problems, impacts and lessons learned.

Job Requirements

Profile of the Candidate:

  • University degree preferred on Communications, Journalism, Business Administration, with professional experience within the humanitarian sector.
  • 2 years minimum experience working on projects at humanitarian aid organizations and/or international donors or private sector.
  • Monitoring and evaluation, technical communication, IT knowledge.
  • Knowledge of windows domain, high level of Excel, word and PowerPoint desirable, ODK program is a plus.
  • English compulsory (written and verbal), Arabic.
  • High ethical principles, work under pressure, flexibility with unexpected events, organized and methodical.
  • Mobility between bases as required. No international travels required.
