Job Vacancies: Head of Unit/ Principle Trainer (Ref: LGPD 1.1.1)

The “Local Government Policy Development Programme”LGPD, aims at supporting the Palestinian Authority (PA) policies and programmes on its way to state building. This programme is funded by the Danish Government and executed through the Municipal Development and Lending Fund MDLFon behalf of the Ministry of Local Government MOLG.
In this respect LGPDis assisting on establishing Policy and Strategy Unit (PSU) in MoLG; to enhance the ministry’s capability to prepare coherent policies and strategies in the field of the local government sector and to transform these policies and strategies into implementable action plans. The PSU is placed as a unit with reference to the Minister.
The Municipal Development and Lending Fund (MDLF) in cooperation with Ministry of Local Government MOLGare seeking a qualified, experienced, results-oriented staff for the following positions:

Head of Unit/Principle trainer(one year contract with possible extension)

Main Duties:
This senior position will act as the head of Policy Unit and will be responsible to capacitate the staff during the program implementation and will organize, coordinate and oversee the overall daily operation of the PSU, including allocation of assignments and responsibilities. More specifically, the Head of unit and Principle trainer will:
-Organize the work on policies, strategies and action plans in the ministry.
-Ensure the transfer of knowledge and experience to the staff of the PSU and implement capacity building initiatives necessary to capacitate the PSU experience.
-Follow up and ensure the timely implementation of different activities per the approved action plan and related program documents.
-Provide quality control during the implementation of program to insure compliance with MoLG
requirements and conduct meetings and site visits as needed.
-Participate and attend in meetings, workshops, missions and other activities related to the implemented tasks, and conduct internal strategy development seminars for selected departments and units of the ministry including the HPC.
-Coordinate with MoLG different departments related to program implementation issues such as, reporting, capacity building, and other cross cutting issues.
-Liaise with different stakeholders including the MDLF, line ministries, and related donor.

Qualifications and Experience:
-Advance degree (Master or equivalent, PHD is preferable) in planning, public administration, policy
formulation or related fields.
-Minimum 10years’ experiencein strategy/policy formulation and management of local government,
international development projects and programs and management.
-High proficiency in Arabic and English (written and spoken).
-Demonstrated leadership and strong management skills, experience managing multidisciplinary
development programs and budgets.
-Be knowledgeable about the Palestinian local government sector.
-Excellent communication and negotiation skills and presentation in Arabic and English.
-Excellent computer skills, MS office, MS Project, Excel functions and PowerPoint
-Be highly committed, able to work under pressure, and meet deadlines
