Health Information Management Officer
The Palestinian Authority is establishing a Palestinian National Institute of Public Health (PNIPH). The World Health Organization (WHO) has been given the task of setting up the PNIPH, in close cooperation with the Palestinian Ministry of Health, Palestinian universities, the Norwegian Institute of Public Health, and other stakeholders. The Norwegian Ministry of Foreign Affairs is funding the project.
The aim is to establish the PNIPH by 2014 as a semi-autonomous legal entity, fully accountable for its professional and technical responsibilities, budget, and staff. The Institute will have a governing board with representatives from key stakeholders and will be able to speak out and publish reports and commentaries on health issues.
The main aim of the Palestinian National Institute of Public Health is to provide information for action. The objectives of the Institute include:
-Increase the effective use of data in setting health policies and priorities.
-Strengthen existing surveillance systems and registries, and support the development of new ones.
-Serve as a hub for public health professionals and health researchers.
-Develop capacity in and strengthen analysis of health management.
-Provide evidence-based information and scientific recommendations on how to improve population health, and be a trusted source of advice for health policy makers and the general public.
-Enhance networking among institutions working in public health locally, regionally and internationally to enhance the utilization of information.
The WHO office for West Bank and Gaza is recruiting a national project team to start the work of establishing the Institute and build up its initial core functions. We are currently recruiting a Health Information Management Officer.
Purpose of the Post
To strengthen routine analysis of data provided by health facilities and to facilitate the utilisation of reliable evidence based information by health decision makers.
Description of duties
The incumbent will perform the following duties:
-Support designing and implementing ad-hoc assessments and studies on HIS and databases in the oPt, identifying critical points for improvement (mainly on data quality, data analysis, and data sharing among health providers)
-Contribute in building capacity of counterparts involved in data analysis and in utilisation of information including:
-the MoH/ Palestinian Health Information Centre staff in customising and improving monthly managerial reports as well as the health Annual report
-MoH health managers, such as hospital directors, PHC clinic directors, senior national officials, in interpretation and use of the information for decision making
-Improve utilisation and accessibility of data from HIS to health providers, health authorities and the research community
-Participate in the development of the core functions of the Institute, providing technical guidance and support and high quality outputs

-SSA contract until February 2014 with a possibility of extension
Recruitment Profile
Education
Essential:
- Master degree in public health or epidemiology or health statistics or related field
Desirable:
- Certificate on health information management
-University degree in medicine or in related disciplines

-Preferably also statistical programmes like STATA, SPSS, R or other
Experience
Essential:
- At least 3 years of work experience in the area of HIS at hospital and PHC levels, with focus on data analysis
-Demonstrated experience in analysing data and generating information
-Knowledge of key IT components of hospital and PHC integrated health information systems
Desirable:
-Good knowledge of the health systems and HIS in the region / OPT, and of the connection between MoH, non-MoH providers including treatment abroad system
-Demonstrated experience in operational management of health care facilities and in the use of indicators to monitor health effectiveness and efficiency
