Objectives of the programme
The Palestinian Authority is establishing the Palestinian National Institute of Public Health (PNIPH). The World Health Organization (WHO) has been given the task of setting up the PNIPH, in close cooperation with the Palestinian Ministry of Health, Palestinian universities, the Norwegian Institute of Public Health, and other stakeholders. The Norwegian Ministry of Foreign Affairs is funding the project.
The aim is to establish the PNIPH as an independent legal entity under the umbrella of the Palestinian Authority, fully accountable for its technical and financial responsibilities. The Institute will have a governing board with representatives from key stakeholders and will be able to speak out and publish reports and commentaries on health issues.
One of the PNIPH activities is to support the implementation of the harmonized Reproductive Health Registry (hRHR) in Palestine by financing the infrastructure, software and the needed training in the period of 2015-2017. The aim of the hRHR is to adapt a comprehensive evidence-based mother and child health registry in Palestinian and to implement it into the health services.

Organizational Context

Under the supervision of the Project Manager the incumbent will be responsible for the specified assigned duties described below in collaboration with the rest of the project team including the hRHR team leader in the West Bank.
The incumbent will be based in the WHO/PNIPH office in the West Bank, but will have extensive contact with WHO office in Jerusalem and Gaza, as well with other concerned stakeholders to carry out the functions.

Purpose of the Post

To support the implementation of the harmonized Reproductive Health Registry and manage the administration of the electronic register. The electronic register will be based on the open source DHIS 2 web application platform. The platform development is coordinated by the University of Oslo (UiO), Norway, one of the project partners. The DHIS 2 platform will be adapted to meet the needs of the Palestinian context and the requirements of the harmonized Reproductive Health Registry.

Description of duties
The incumbent will perform the following duties:
-Configure and adapt the DHIS 2 platform to meet Palestinian needs for an electronic register
-Collaborate with key stakeholders and users at all levels to understand the needs and requirements of the electronic register
-Maintain the web based application for the electronic register over time and adjust to emerging needs and feedback from the users
-Communicate with the software development team at UiO, Norway on user feedback and requirements for changes to the DHIS 2 platform to accommodate Palestinian needs
-Participate in DHIS 2 expert training organised by the UiO
-Be an active participant in the DHIS 2 open source community and communicating questions and answers related to DHIS 2 implementation on email lists and online forums with DHIS 2 administrators and users around the world.
-Organise an help desk for DHIS 2 support to end users
Type and duration of contract
SSA contract for one year with a possibility of extension

Functional Skills and Knowledge

Experience
Essential:
-At least 3 years of work experience combined at national level in the field of public health
-Extensive experience in working with national or other large-scale health registries and databases
-Preferred experience in health information systems management
-Preferred experience in health program monitoring and evaluation
-Preferred experience in IT project administration and facilitation
