Health Information Systems Officer

Job Description

The Palestinian Authority is establishing a Palestinian National Institute of Public Health (PNIPH). The World Health Organization (WHO) has been given the task of setting up the PNIPH, in close cooperation with the Palestinian Ministry of Health, Palestinian universities, the Norwegian Institute of Public Health, and other stakeholders. The Norwegian Ministry of Foreign Affairs is funding the project.
The aim is to establish the PNIPH by 2014 as a semi-autonomous legal entity, fully accountable for its professional and technical responsibilities, budget, and staff. The Institute will have a governing board with representatives from key stakeholders and will be able to speak out and publish reports and commentaries on health issues.
The main aim of the Palestinian National Institute of Public Health is to provide information for action. The objectives of the Institute include:

-Increase the effective use of data in setting health policies and priorities.
-Strengthen existing surveillance systems and registries, and support the development of new ones.
-Serve as a hub for public health professionals and health researchers.
-Develop capacity in and strengthen analysis of health management.
-Provide evidence-based information and scientific recommendations on how to improve population health, and be a trusted source of advice for health policy makers and the general public.
-Enhance networking among institutions working in public health locally, regionally and internationally to enhance the utilization of information.
 
The WHO office for West Bank and Gaza is recruiting a national project team to start the work of establishing the Institute and build up its initial core functions. We are currently recruiting a Health Information Systems Officer.

Purpose of the Post
To support the Health Information and Surveillance and registry teams in providing valid and reliable information on health status and health services in a timely manner to assist stakeholders in effective decision making and design of interventions and to assist in WHO - PNIPH’s technical support to the Ministry’s Health Information System.
 
Description of duties
The incumbent will perform the following duties:
1-Ensuring regular collection, compilation and interpretation of data and the production of health situation reports in collaboration with the various technical units at PNIPH and, where applicable, at the MoH; these reports include:
a-Statistical reports from routine health services
b-Monitoring health trends
c-Production of health profiles

2-Providing assistance to the Ministry of Health, in particular to the Palestinian Health Information Center in:
a-the functioning of the thematic group on Health Information System (HIS)
b-implementing and monitoring the national strategic HIS plan
c-support Palestinian Health information System in general
d-up-dating the health facilities database and other relevant tools for data collection

3-Providing support to other units in the WHO office by providing relevant health information as requested for specific programmes and publications;
 
Type and duration of contract
-          SSA contract until February 2014 with a possibility of extension
Recruitment Profile
Education
Essential:
-          University Degree in public health or Health Information or statistics
 
Desirable:
-          Advanced Training in Public Health

Functional Skills and Knowledge
-Knowledge of the health system and health stakeholders in Palestine.

-Excellent understanding of different national Health Information systems including MoH
 
Other skills (e.g. IT):
-MS Office suite (Word, PowerPoint, Outlook, Excel)
-Preferably also statistical programmes like STATA, SPSS, R or other
 
Experience
Essential:
-At least 3 years of experience in public health
-Knowledge of key IT components of hospital and PHC integrated health information systems

Languages
Fluency in English and Arabic
