PREMIERE-URGENCE INTERNATIONAL (PUI) is an international, apolitical, non-religious, and non-profit French organization intervening in 23 countries worldwide. PUI aims to provide a global response to the fundamental needs to people affected by humanitarian crises, from the emergency to the restoration of their autonomy and dignity. Première-Urgence and Aide Medical Internationale merged in 2011 to offer a better range of lifesaving care and life-changing assistance to communities affected by extreme adversity.

PUI's humanitarian and development aid strategy in oPt focuses on providing support to populations affected by the coercive environment and subsequent IHL/HR violations in both the West Bank (WB) and the Gaza Strip (GS). PUI's programming incorporates interventions in several sectors, aiming at the prevention of livelihoods' loss and displacement as a consequence of protection threats, lack of services (health, education, WASH), and lack of access to agricultural lands or job opportunities.

Overall Objective

Under the technical supervision of the Health Coordinator and the direct management of the West Bank Field Coordinator, the Health Project Officer ensures the proper functioning of the health activities under his/her responsibility, implementing PUI policies, protocols and procedures, and guaranteeing the quality of healthcare in order to improve health conditions of the target population. In addition, the Health Project Officer is a member of PUI team: in that capacity he/she is familiar with the philosophy, polices, goals and objectives of PUI and works collaboratively to achieve them.

The duty station of this position will be between Nablus Base & Ramallah Coordination office, with significant travel to field locations across the West Bank.

 

Tasks and Responsibilities

  • Ensure the effective and efficient implementation of the activities of PUI health interventions across the West Bank, such as strengthening the resilience of vulnerable communities through selection, training and monitoring of community volunteers, planning and monitoring of trainings and other community outreach activities as well as activities linked to supporting and improving Primary Health Care services.
  • Ensure that gender, diversity and disability are taken into consideration during all project phases.
  • In close coordination and collaboration with administrative and logistic departments, ensure the logistical organisation of activities, in accordance with PUI policies and procedures.
  • In close collaboration and coordination with PUI admin and finance unit, ensure all activities expenditures are done timely and in respect of procedures
  • In close collaboration with PUI logistic assistant, organize the purchase of materials and equipment necessary and manage and ensure proper care and distribution of the equipment required for the successful completion of the projects.
  • Contribute to reporting, updating activities, follow-up tools and work plans.
  • Engage and coordinate with key stakeholders at community level such as municipal/ village councils, and communities' representatives to ensure engagement and cooperation with the activities, as well as to identify needs for future programming.
  • Attend and represent PUI at relevant coordination meetings with clusters/technical working groups partners, and other stakeholders upon the request of the Health Coordinator/ Field Coordinator.
  • In coordination with relevant team members, prepare reports and photographs of activities for Communication purposes.
  • In close collaboration with the MEAL department and the Technical Trainer, design tools to evaluate the impact of the activities and conduct the final evaluations.
  • In close collaboration with the MEAL department, ensure that feedback mechanisms are in place and well understood by all involved participants and beneficiaries of implemented projects.
  • Support in other tasks and activities when needed and as requested by the Health Coordinator or Field Coordinator.
  • Follow and ensure commitment to all PUI security policies and regulations and in case of incident immediately alert the Field Coordinator.

Job Requirements

Required Knowledge and Skills

EDUCATION AND TRAINING: 

Required: 

  • Medical, nursing or paramedical degree.

Desirable: 

  • Public health qualification
  • Qualification in first aid training or prehospital care

PROFESSIONAL EXPERIENCE:

Required: 

  • Minimum 1 year post graduate experience in a healthcare setting 

Desirable:

  • At least 1 year experience in an NGO in a relevant position
  • Experience in primary healthcare or community health
  • Experience in organising and delivering training

LANGUAGES

Required:

Fluent in written and spoken Arabic and English

SOFTWARE

MS Office Programs (Word, Excel, Powerpoint, etc…) and outlook

  • Self-motivated, proactive, able to work independently with minimum guidance
