The Opportunity – Health Officer
Post location: Gaza Field Office - Rafah and subject to change based on SC priorities and response in Gaza.
Contract Duration and Level of Effort: 12 months.
ROLE PURPOSE:
The Health Officer will generally be deployed to the field in an emergency. On occasion they may also be asked to support a senior health role in a chronic humanitarian country programme. The Health officer will be expected to support in multi-sectoral / health assessments, programme design and coordination. In most circumstances, the post holder will be expected to mentor and/or capacity building existing partner programme staff.

Budget Responsibilities: None.
KEY AREAS OF ACCOUNTABILITY:
- Assist the program manager to design health emergency projects and participate in required assessments.
- Coordinate closely with local health partners and local authorities to ensure effective collaboration and synergy.
- Monitor day-to-day implementation of high-quality health program activities in line with grant agreements and Save the Children's technical requirements.
- Responsible for the planning, coordinating, and supervising of all health activities with implementing partners with technical support from Health and Nutrition manager.
- With coordination with Health and Nutrition manager to maintain the sufficient level of technical and administrative support for implementing partners and provide technical and managerial guidance and support.
- Meet regularly with implementing partners, to discuss program progress and addressing delays and constraints, and identifying solutions and corrective actions.
- From time to time monitor and supervise progress of the health activates at clinic level to give advice and recommendation.
- To provide monthly and quarterly high-quality progress report of program activities to health and nutrition manager.
- Oversee partner activities, conducting regular monitoring visits and ensuring timely feedback on financial and narrative reports.
- Provide necessary technical training and ensure that health cluster guidelines and materials are followed for Save the Children and partner staff.
- Agree on system with health partners and targeted health facilities to evaluate and supervise the performance of the clinics on regular base.
- Develop a plan for/ Supervise the community health volunteers.
- Ensure health programming are well integrated with other sectors for greater impact including MHPSS and Climate change.

QUALIFICATIONS
- Health professional with qualifications in health science or equivalent field experience
EXPERIENCE AND SKILLS
Essential
- Minimum of 3 years experience in the field.
- A very good understanding of at least of key technical areas of health programming and a working knowledge of the other sectors.
- Ability to build and maintain effective collaborations and partnerships.
- Willingness and ability to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies.
- Experience in designing and implementing health programs in collaboration with local partners.
- Knowledge of community-based health interventions and strategies
- Experience in monitoring and evaluating health program activities
- Experience in preparing high-quality progress reports
- An in-depth understanding of national development issues in particular in relation to children.
- Excellent interpersonal, communication and presentation skills.
- Fluency in written and spoken English & Arabic .
