Health Program Manager
Position Summary:
The Health Program Manager will be responsible for the overall management of Anera’s Health team’s emergency response to Gaza and the West Bank. S/he candidate will be responsible for the day-to-day coordination of activities and efficient operation of the health projects in Palestine in relation to the response and future health programming. S/He Candidate will manage, oversee, and follow up processes with the Anera implementing partners. The Health Program Manager's responsibility will include developing innovative concepts for quality public health interventions in response to the deterioration of the health sector in Palestine.
Duties and Responsibilities:
- Serve as a primary technical resource for the Medical Donations’ (MD) team and program staff in designing new projects to meet the needs due to the ongoing crisis in the West Bank and Gaza.
- Offer responsive technical support to ensure the effective integration of public health measures throughout all phases of the emergency cycle and recovery.
- Contribute to updating and enhancing health response readiness, including prevention, disaster preparedness, response, and recovery of public health capacities for emergency situations.
- Coordinate with the Emergency Response Team to develop, maintain, and assure the quality of health emergency response units, such as emergency clinics and NGOs rapid response units.
- Support the development of systems and tools that enable a swift and efficient response to health-related needs during emergencies.
- Collaborate with various cluster groups to ensure the seamless integration and support of health activities within emergency operations.
- Promote the development and innovation of evidence-based tools, guidelines, and projects aimed at enhancing the public health response in emergency situations.
- Contribute to the technical monitoring of emergency health responses to ensure quality and evidence-based implementation, while identifying and addressing any bottlenecks and potential issues for resolution.
- Support and encourage innovative approaches within the field of emergency health to enhance effectiveness and efficiency.
- Aid in the development of quality assurance and risk mitigation tools that bolster public health and patient safety in emergency health interventions.
- Be responsible for proposal development, budgeting and reporting to donors on health projects.

Expected Qualifications:
- A master's degree in Public Health, Epidemiology, Health Management, or a related field is often preferred, but a bachelor's degree in a relevant discipline may be acceptable with substantial work experience.
- Minimum of 5 years of practical experience in emergency health management, public health, and disaster response is essential.
- Prior experience in designing and implementing public health programs in crisis or emergency settings.
- Demonstrated experience in providing technical support and capacity building to program staff and partners.
- Experience in coordinating with emergency response teams and ensuring the quality of health emergency response units.
- Proficiency in designing, implementing, and evaluating public health interventions in emergency contexts.
- Strong knowledge of the public health sector, including preventive measures, disaster preparedness, and response.
- Familiarity with health emergency response unit operations and quality assurance.
- Ability to develop systems and tools for efficient and rapid response to health-related needs during emergencies.
- Strong communication and interpersonal skills to collaborate effectively with multiple stakeholders, including cluster groups, NGOs, and government agencies.
- Proven ability to coordinate and integrate health activities within the broader emergency operations framework.
- An innovative mindset to promote the development of evidence-based tools, guidelines, and projects aimed at enhancing the public health response during emergencies.
- Ability to address operational challenges through operational research and seek solutions for improved response.
- Proficiency in technical monitoring of emergency health responses to ensure quality and evidence-based implementation.
- Skills to identify bottlenecks, potential issues, and resolve them effectively.
- Strong leadership skills to guide and motivate teams, foster innovation, and ensure efficiency in emergency health initiatives.
- Ability to aid in the development of quality assurance and risk mitigation tools for public health and patient safety.
- Proficiency in English and Arabic.
