Qatar Red Crescent Society (QRCS) is an International Humanitarian Organization and a member of the Red Cross and Red Crescent Movement. QRCS started its representation in Gaza on January 2008 in order to address emergency and humanitarian needs in Gaza Strip. 

Position Description Summary

For QRCS to be effective in achieving its mission of providing emergency and humanitarian assistance, a highly integrated dynamic team approach to program operations is essential.  Effective program implementation requires integrated field operations; financial and procurement services; monitoring, evaluation, reporting and analysis capability; support services; and strategic management coordination. Therefore, QRC requires a highly participatory, team approach, for successful implementation.  Each position must be considered as an integral part of an overall Team operation. The Health Projects Officer is one of the integral positions.

The Health Projects Officer will take part in initiating, managing, and evaluating emergency, rehabilitation and development projects according to well defined public health standards, adhering to The Red Cross and Red Crescent Federation policies, technical guidelines and Sphere standards. These projects should feature measurable elements and target the most vulnerable. 

Purpose of the Position

The Health Projects Officer reports to the Programs Manager for supervision. The Officer provides professional technical, operational and administrative assistance throughout the programming process for the Health Program from planning to delivery of results, preparing, executing, managing and implementing a variety of technical and administrative program/project tasks to facilitate program development, implementation, program progress monitoring, evaluating and reporting of results.

Main Responsibilities

The Health Projects Officer will have overall responsibility of coordinating health related projects, S/he should work towards the achievement of the QRCS goals in Gaza Strip through effective managerial and lateral relations and teamwork. 

Specific Responsibilities

Under supervision and support of Programs Manager, the health projects officer’s responsibilities include but not limited to:

  1. Support program and projects initiation and planning;
  2. Leading health projects execution and delivery of results;
  3. Technical and operational support, including procurement and finance, to program/projects implementation;
  4. Participate in networking and developing partnerships;
  5. Participate in knowledge management and capacity building;
  6. Assist in data collection and developing progress and final reports;
  7. Undertake/ assist needs assessment and survey if necessary;
  8. Participate in preparing and writing timely and accurate project proposals in collaboration with QRCS Gaza Programs Manager;
  9. Quality control of health projects logistics with QRCS Gaza Programs Manager;
  10. Ensure understanding of roles, responsibilities, lateral relationships and accountabilities within health projects;
  11. Participate in the monitoring and evaluation of QRCS Gaza health projects;
  12. Facilitate the documentation of best practices and lessons learnt and share the information with the QRCS Gaza Programs Manager and Monitoring and Evaluation officer for further dissemination;
  13. Under the supervision of QRCS Gaza Programs Manager, the Health Projects Officer should encourage beneficiaries’ (local health workers) involvement in health activities, to ensure long term ownership and effectiveness of program.

Representation

  • In collaboration with the Programs Manager, the Health Projects Officer is expected to co-ordinate and represent QRCS to the health providers in Gaza Strip, including PRCS, MoH, WHO, UN agencies, International and Local NGOs and other counterparts to ensure that all project activities are carried out with the highest level of cooperation in order to achieve project objectives. 
  • Represent QRCS at donor/NGO/government forums and provide information to the QRCS Gaza Programs Manager for further dissemination to other staff.

Job Requirements

Skills & Minimum Qualifications:

Education 

  • University degree in medicine, engineering, pharmacy, or nursing. Master in Public Health is preferred.

Experience 

  • Previous experience in health projects for five years. 
  • Strong experience of representation at all levels, specially, with local and International counterparts. 
  • Strong report and proposal writing skills. 
  • Strong communication skills, with excellent written and spoken English.
  • Confident and proficient in the use of MS Office. 
  • Experience of a flexible approach to managing and prioritizing a high workload and multiple tasks in a fast-paced environment with tight deadlines. 
  • Ability to work effectively within a team. 
  • Experience of proactively identifying and addressing issues. 
  • An understanding of and commitment to QRCS’s mission and values.
