Summary:
Médicos del Mundo-Spain (MdM-S), is an international humanitarian organization, working to make effective the Universal Right to Health. MdM is a non-profitable, non-governmental, non-political and non-confessional organization operating under the principles of humanity, neutrality, impartiality and independence.
MdM-S has been working in the oPt since 2006. Its work has been oriented to Mental Health and Psychosocial support (MHPSS), and Primary Healthcare. In the Gaza Strip, MdM-S strategy aims the improvement of mental health and wellbeing of children and adolescents. This intervention is focused on the strengthening of governmental children and adolescent’s mental health services, and community organizations working with children and adolescents through a capacity building approach. This includes training activities and materials and equipment’s provision.
SPECIFIC OBJECTIVE:
- To support effective implementation of MdM health activities through careful administration of the human, material and organisational resources required for guaranteeing the continuity and quality of health care in Gaza strip.
- To guide his/her team in the organisation and coherent set up of our activities, guaranteeing interventions’ quality.
- To ensure the technical coordination of health care services with the different actors (NGOs, partners, MoH) and within our organization (health staff, logistics team and administration).
- To contribute to the definition of the operational health strategy of MdM Spain in Gaza strip together with Medical Coordinator.
- To identify needs for new project proposals.
- To ensure coordination and continuous communication between the MoH, WHO, other medical institutions and MdM Spain, through the hierarchical and technical supervisors.
- To manage and analyse project data together with the Field Manager and the medical coordinator.
- To propose, provide, and participate in the training programs for local medical staff.
I. FUNCTIONS
Planning and programming role
- Contribute to the definition of the MdM health operational strategy.
- Participate in developing/updating medical protocols.
- Participating in discussions on the running of the activity and definition of objectives, alongside with the medical coordinator and the Gaza Field Manager.
- Together with the Gaza Field Manager develops work plans, ensures that activities are implemented on time and that indicators are achieved, and supports in the collection of verification sources.
- To maintain regular meetings with the MdM Palestine Medical Coordinator.
- Contributes with the identification of new projects’ interventions while participating in health needs assessments if needed.
- Participates in the development of concept notes and proposals by providing health technical support.
- Participates in the development of donor reports and other internal reports of the organization if required.
- Identify and program trainings based on the needs of his/her team, or partners’ teams, in agreement with project objectives and local Authorities requirements.
- Conducts Supportive Supervisions after the trainings to ensure that Quality of Care Services is provided.
Monitoring and Reporting Role
- Conduct proper monitoring of his/her area of responsibility, including data collection and weekly report of activities.
- Ensure data collection is updated and the information is relevant and compatible with MoH standards and donor reporting requirements.
- Ensure the use of MdM visibility materials during project implementations as well as MdM formats and tools are implemented.
- Support Field Manager in preparing the project reports, based on adequately compiled analysis of project medical data and referral activities.
- Advise and support the Field Manager regarding the development and progress of the project according to the approved work plan.
- Provides epidemiological monitoring and technical support in emergency responses in the area of intervention.
- Is responsible for the medical data collection, analysis and reporting to the Medical Coordination through a correct use of internal databases and monitoring tools to ensure a proper monitoring of health programs.
- Organising regular information sessions with the members of the staff.
Clinical Support role
- Ensure clinical supervision.
- Joining during supervision visits the medical activities to provide oversight and on-the-job training.
- Checking that the agreed protocols of MdM, MoH, and partners are followed by the health care personnel in every process.
- Adapting health care procedures in accordance with medical developments and the specializations of care provided in the health facility.
- Standardising health care practices and procedures within the different medical services.
- Ensuring that Infection Prevention and Control measures are implemented and observed.
- Checking on the quality of global patient case management.
- Ensure rational use of medications by health personnel
- Coordinating the implementation of adapted patient files (registration, follow up, archiving).
- With the health and logistics teams, identifying material needs (medicines, equipment and consumable material required for the functioning of health services provided) and ensuring a good quality, a consistent stock and a proper use of the pharmaceutical products.
Communication and coordination role
- Establish and maintain periodic relationship with the representatives of MoH and relevant health institutions;
- Initiate and maintain contacts with other medical organizations to stimulate cooperation.
- Attend meetings with national health authorities and relevant stakeholders when the Field Manager will require it.
- Guarantee constant presence and active participation in the Gaza Health Cluster, other relevant health fora, and meeting with technical partners and the actors which have relevance with the operations in the field, adequately reporting.
- Maintain communication and meetings, when necessary, with the MdM Spain technical referents (Health advisor, Pharmacy advisor…) in order to keep updated on tools, procedures and ensure health approaches.

1. Requirements
- Academic / Professional background:
- Medical Doctor University Degree or Registered Nurse
- Minimum two years of professional experience in the capacity as similar position and previous experience working with INGOs;
- Knowledge of national and international medical protocols;
- Experience in managing Primary health care centres and mobile medical teams is an asset;
- Experience in sexual and reproductive health programs, epidemic response, nutrition;
- Experience with staff management: leadership, coaching and development
- Experience in data collection and analysis.
- Excellent level of understanding in humanitarian and human rights principles and standards
- Very good knowledge of Palestinian MoH structures and dynamics.
- Excellent reporting skills
- Project proposal writing skills
- Excellent analytical skills, skill in data analysis
- Knowledge of Gender and protection approach.
- Computer requirements: User level of Microsoft Office Excel and/or software for collecting and data analysis.
- Readiness to commit and adhere to the values, mission and vision of MdM Spain.
