HEALTH REFORM / AID DEVELOPMENT ASSISTANCE SPEICALIST

The United States Agency for International Development (USAID) is seeking highly qualified candidates for consideration for the position of Health Reform/ AID Development Assistance Specialist. The primary purpose of this position is to serve as the Mission’s senior technical advisor to the Health Officer and other Mission staff on health sector management and reform matters and to serve as Activity Manager for Project Component 1 – “Health Sector Management and Reform” of the Palestinian Health Sector Reform and Development Project (the “Flagship Project”). Ensures that the design and implementation of health sector management and reform technical assistance activities meet priority needs of Palestinian health institutions and produce tangible, sustainable development results. This position is located in the USAID offices in Tel Aviv though there would be regular travel to Jerusalem and the West Bank.
QUALIFICATIONS SOUGHT:
-A Master’s degree in Public Health, Health Administration, Business Administration, Health Economics, or a related field is required; a doctoral degree in one of these areas is desirable.
-Five years of progressively responsible experience in the field of public health is required. Experience in health administration, and/or business administration and management as directly applicable to health sector reform and management capacity-building in the public, private, and/or non-governmental sectors is highly desired.
-Must be able to acquire thorough knowledge of the different branches in the Palestinian Authority, particularly the Ministry of Health, donors, and NGOs in the health sector, particularly those engaged in other health reform activities.
-Must have potential to acquire detailed knowledge of U.S. Government legislation relating to development assistance and USAID programming policies, regulations procedures and documentation, including those requirements unique to the West Bank and Gaza.
-Must have demonstrated ability to establish and maintain high-level contacts with a host country government, donor organizations, bilateral and multilateral agencies, and private-sector organizations. Must be able to obtain, evaluate and interpret factual data and prepare precise, accurate and complete reports using computer software program applications
-Superior analytical, communication, and interpersonal skills and the ability to function as a “team player” are required. Knowledge of word processing and Microsoft Excel and PowerPoint is also required.
-Level IV (fluent) in written and spoken English is required. Fluency in Arabic is desirable but not mandatory.
