What we are looking for

Proven technical background and knowledge of housing land and property (HLP) rights, knowledge of protection and coordination and legal assistance with international organisations in humanitarian emergency and/or development contexts.

Experience in inter-agency engagement, cluster/sector coordination ideally with setting up HLP TWG would be great as well as prior experience in representing an I/NGO, and advocating on behalf of beneficiaries, in public forums.

Excellent interpersonal, negotiation, analytical, coordination, communication and information management skills.

Ability to prioritise responsibilities, carry out multiple tasks simultaneously, and meet deadlines as well as work independently whenever required. 

Knowledge of the context as well as fluency in English and Arabic, both written and verbal. 

What you will do

The purpose of the Housing Land & Property(HLP) Technical Working Group (TWG) Coordinator position is to lead the HLP TWG for the Gaza Strip operations, including coordination of HLP TWG meetings, forums and other joint events. 

The role also liases with HLP TWG members, humanitarian and development actors and relevant authorities, conducting needs assessment, developing and operationalizing the HLP TWG strategy, providing capacity building, technical guidance and tools for the humanitarian actors engaged in the Gaza Strip response. 

The HLP TWG Coordinator will contribute to the following objectives: 

  • Develop the HLP TWG strategy and sectoral response plans that align with humanitarian programming in collaboration with the main stakeholders within the humanitarian community, civil society and other actors.
  • Provide overall advisory, guidance and technical expertise across sectors such as Shelter, WASH, Site Management, Education, Food Security and other coordination forums enhancing the cross-cutting mandate of ICCG Working Groups/clusters.
  • Monitor and evaluate the implementation of the priorities and activities in the HLP strategies/response plans.
  • Support and/or facilitate the day-to-day operational and technical activities of the HLP TWG, providing regular progress reports to the line and technical managers.
  • Enhance awareness of HLP issues, contribute to evidence-based programmatic decisions, build institutional knowledge, and support humanitarian interventions. 
  • Identify, build relationships, liaise and collaborate with key stakeholders including technical advisers and programme staff of the relevant humanitarian and development actors, authorities and professional associations, research organisations, etc.
  • Coordinate, organize and facilitate HLP TWG meetings and forums, represent HLP TWG at relevant forums/clusters/working groups coordination meetings and keep up with the Protection Cluster and Shelter Cluster approaches, processes and practices.
  • Identify advocacy priorities, conduct strategic advocacy, and support preventative and reparative actions.
  • Advise the country office leadership of any critical issues of consequence to the overall humanitarian response, including where action or decisions are required at the Humanitarian Country Team. 
  • Support the establishment/maintenance of HLP TWG’s technical advice, research and tools archiving system, making sure that information and data management systems are established and maintained.
  • Promote the rights of IDPs, returnees and refugees in line with the NRC Palestine strategy.
  • Contribute to implementation of Safe and Inclusive Programming Minimum Standards across respective area of work.
  • Collaborate with relevant NRC core competencies and support units to develop integrated responses concerning HLP issues.

Job Requirements

What you will bring

  • University degree in legal studies with housing land and property background or other relevant fields, Master’s degree is an advantage.
  • At least three years of relevant experience with international organisations in humanitarian and/or development contexts.
  • Experience in inter-agency engagement, cluster/sector coordination ideally with setting up HLP TWG.
  • Proven knowledge of housing, land and property (HLP) rights, Knowledge of protection coordination leadership and legal assistance in humanitarian emergencies.
  • Prior experience in representing an I/NGO, and advocating on behalf of beneficiaries, in public forums (e.g. Protection Cluster/Sector). 
  • Strong research background in qualitative and quantitative data collection and analysis with advanced computer skills, especially in Microsoft Word, Excel, PowerPoint and Outlook.
  • Demonstrated ability for technical advice for the consensual decision-making process.
  • Excellent interpersonal, negotiation, analytical, coordination, communication and information management skills.
  • Excellent writing skills and experience in training and facilitation.
  • Ability to prioritise responsibilities, carry out multiple tasks simultaneously, and meet deadlines as well as work independently whenever required. 
  • Fluency in English and Arabic, both written and verbal. 

What we offer:

  • Duty station: Gaza, Palestine. Due access challenges duty station might temporarily be from Jerusalem or Amman.
  • Contract: 6 months (Fixed-term contract renewal based on performance, funds availability and need for the position)
  • Travel: Minimum of 50% to Gaza
  • Salary/benefits: Grade 8 on NRC’s salary scale, with accompanying terms and conditions
