Background:
The Palestine Housing Cooperative Union (PUHC) is planning to develop an affordable housing model entitled: Resilience and Dignity Cooperative Housing (RDCH). The aim of RDCH is to start a housing community for people with limited incomes and for those who do not have secure and sustainable incomes, i.e. farmers, day labour. street vendors.
The Engineer/Developer has a core role within the PUHC’s engineering department. She/he will be responsible for coordinating all efforts relating to the RDCH model including evaluation, im-plementation and creating a prototype/model for affordable housing models.
Purpose of the role:
-To coordinate the development and implementation of the PUHC’s affordable housing model
-To work within a team to provide a comprehensive range of administrative and business sup-port to the PUHC members
-To support the PUHC’s Executive Director in delivering professional work at a high level of excellence.
Responsibilities
-Discuss the ideas, objectives, requirements and budget for the project by calculating labor, material, and related costs;
-Coordinate the designs of the projects by studying project concept, architectural drawings, and models, and in some cases help to select a site;
-Consult with other professionals, i.e. engineering consultant firms and universities, about de-sign and coordinate and assist in the preparation of engineering designs
-Collecting and studying reports, maps, drawings, blueprints, aerial photographs and tests on soil composition, terrain, hydrological characteristics, and related topographical and geologic data.
-Assess the needs for the building and its users and advise the beneficiaries on the practicality of their cooperative housing project;
-Coordinate the preparation and presentation of feasibility reports and design proposals to the beneficiaries;
-Assess the impact on the local environment;
-Specify the nature and quality of materials required;
-Prepare tender applications and presentations;
-Promotion, marketing and branding of the affordable housing model;
-Negotiate with contractors and other professionals;
-Carry out regular site visits to check on progress and ensure that the project is running on time and to budget;
-Provide engineering information by answering questions and responding to requests.
-Resolve problems and issues that arise during the housing model development and construc-tion.
-Maintain a project data base by writing computer programs; entering data; completing back-ups.
-Comply with Palestinian Authority legal requirements at national and local levels by studying existing and new legislation; anticipating future legislation; enforcing adherence to require-ments; advising management on required actions.
-contribute to team effort by accomplishing related results as needed
Flexibility
In order to deliver the work tasks effectively a degree of flexibility is needed and the post holder may be required to perform work not specifically referred to above. Such duties, however, will fall within the scope of the post at the appropriate grade. The successful applicant may be re-quired to work outside normal office hours and at weekends for which time off in lieu will be available.

Required Skills and Experience
-BA Degree in civil engineering, architecture or geography or any other related subject from an accredited university.
-At least one year’s experience working on small/ medium scale engineering projects.
-Experience of cooperative work and procedures would be an advantage.
-Interpersonal and communication skills, technical report writing skills, working knowledge of engineering and MS office applications.
-Advanced knowledge of spreadsheet and database packages, experience in handling of web-based management.
-Excellent writing and communication skills
-Fluency in Arabic and English languages is a requirement
