Position Title: HR Manager – Ramallah, Palestine

Your Job: The HR Manager oversees all aspects of Human Resources practices and processes for Souktel’s Ramallah office--managing ongoing HR needs and ensuring the proper implementation of company HR strategy and objectives in Palestine. This position is full-time, based in Ramallah, and reports to the COO.

Your Responsibilities:

-Implement and monitor overall HR systems and procedures across the Palestine office.
-Manage the recruitment and selection process for new hires in Palestine.
-Nurture a positive working environment by developing and managing initiatives that attract talent, build team culture, incentivize employees, and provide clear avenues for staff to share feedback/concerns.
-Oversee and manage a performance appraisal system that drives high performance.
-Manage payroll and benefits program for Palestine staff.
-Assess ongoing staff training needs, and match with appropriate training programs.
-Report to management and provide decision support through HR KPI tracking.
-Ensure legal compliance of all systems and procedures with relevant labor laws.

Required Qualifications:

-BS/MS degree in Human Resources or related field
-Proven working experience as HR Manager for 3 - 5 years in an organization with 30-50 employees (USAID project and/or large software company preferred).
-Native-level English. 
-Knowledge of USAID rules & regulations relating to project HR management strongly preferred.
-Experience creating and maintaining HR systems which ensure full confidentiality of company and employee data at all times.
-People oriented and results driven
-Demonstrated experience developing and managing HR KPIs, as part of company-wide performance monitoring processes.
-Knowledge of HR systems and databases.
-Excellent active listening and presentation skills.
-In-depth knowledge of Palestinian labor law and HR best practices.
