HR Manager (Accountable Local Governance Proposal)
Creative Associates International, Inc. (Creative) is seeking a Human Resources (HR) Manager for an anticipated USAID-funded Accountable Local Governance program. The 5-year program will aim to strengthen local government units to deliver improved service and increase the effectiveness of their operations, better manage resources, engage with their constituents, and enhance accountability and transparency in municipal governance. The HR Manager leads HR practices and objectives that will provide a high-performance team culture that emphasizes employee engagement, performance management, and the recruitment and ongoing professional development of project staff.
Position Location: Ramallah, West Bank
Responsibilities:
- Support scope of work development for short-term and long-term positions.
- Lead the recruitment of short-term and long-term technical and operations staff.
- Maintain personnel files to ensure completeness.
- Ensure all forms required for personal files are filled out properly.
- Manage the tracking of leave for staff and communicate with Finance team balance report on monthly basis.
- Work closely with employees and supervisor to ensure that the annual performance review is completed based.
- Prepare HR documentation for audits.
- Perform any other tasks assigned by the Chief of Party or Deputy Chief of Party consistent with the overall nature of the Activity.

Required Skills & Qualifications:
- Bachelor’s degree in human resources, business administration or a related field;
- At least five (5) years of progressively responsible HR experience working on USAID funded projects;
- Excellent communication and interpersonal skills;
- Excellent record keeping and documentation skills;
- Familiarity with donor/client rules and regulations;
- Familiarity with employment law in the region;
- Proficiency with Microsoft Office; and
- Professionally proficient and fluent in written and spoken English; fluency in Arabic.
