HR Officer
Type: Full Time Contract
Duration of the contract: Three months, with a possibility of extension based on performance and fund availability.

Summary:
Médicos del Mundo-Spain (MdM-S), is an international humanitarian organization, working to make effective the Universal Right to Health. MdM is a non-profitable, non-governmental, non-political and non-confessional organization operating under the principles of humanity, neutrality, impartiality and independence.
MdM-S has been working in the oPt since 2006. Its work has been oriented to Mental Health and Psychosocial support (MHPSS), and Primary Healthcare. In the Gaza Strip, MdM-S strategy aims the improvement of mental health and wellbeing of children and adolescents. This intervention is focused on the strengthening of governmental children and adolescent’s mental health services, and community organizations working with children and adolescents through a capacity building approach. This includes training activities and materials and equipment’s provision.
SPECIFIC OBJECTIVE:
To assist and support in managing the Mission with regard to human resources management under the direct supervision of Administrative Coordinator, in the area of HR as per the need through sharing tools and proper guidance, or any other need regarding HR referred to by the MdM management in Palestine.
Tasks and Responsibilities
National Human Resources Management
- Act as focal point for the implementation of the national MdM HR contractual framework based on MdM “Internal Regulation”
- Act as focal point for the implementation of the MdM HR policies and its application to the national staff
- Follow up, harmonize, develop and update the necessary HR tools (such as HR database, recruitment guidelines, monitoring contracts; leaves; etc.) and supervise its implementation by the team.
- Follow up on a monthly basis the HR tools (monthly statements, HR database, leaves of staff)
- Assist on administrative and payroll procedures in cooperation with admins.
- Follow up the signature & renewal of all the employment contracts with local staff, according to Palestinian law and to MdM rules and practices, respecting the agreed deadlines and ensuring proper filing, with the supervision of AdminCo.
- Support line managers as necessary in disciplinary action and grievance procedures, ensure that the correct procedures are followed and records are kept in accordance with MdM guidelines
- Work with line managers to ensure all new staff receive a relevant and appropriate induction when commencing employment with MdM
- Co-ordinate the recruitment process for new/vacant positions in conjunction with the relevant line manager. This includes job descriptions, advertising, short-lists, interviews and the appointment:
- Circulating MdM job advertisements through local job advertisement websites, professional groups, and educational institutions after validation;
- Prepare of shortlist of potential candidates based on the criteria provided;
- Participate in the interviews as an HR representative;
- Ensure new staff benefit from briefing (security, program, team presentation) and ensure administrative briefing (MdM conditions of employment, job description, MdM rules, PSEAH orientation, medical insurance, etc.)
- Ensure that all steps concerning recruitment are in compliance with MdM Recruitment Policy;
- Ensures the implementation of the internal working rules according to Palestine/Gaza labor laws and MDM rules.
- Briefs new staff about MDM internal regulations and code of conduct.
- Responsible of mission staff health and workmen insurance being the focal point with the service provider, maintain proper follow up.
- Responsible for health insurance claims and make sure that all staff respect the policy and the company respect the agreement with MDM.
- Under the direct supervision of the AdminCo, to communicate with MDM lawyer for HR and other administrative related issues.
- Organize keeping the national staff files and database updated on a monthly basis;
- In close collaboration with administrative team; to ensure archiving and monitoring of individual files and deliver all documents relative to the professional life;
- Following up national staff HR’s administrative issues like preparing contracts, salary slips;
- Make sure the employees’ files are up to date and in line with MdM guidelines and legislation;
- Perform other duties and correspondence related to HR matters as requested by the management.
- Follow up and fulfil the attendance sheet records of the staff and follow-up of leaves, update the attendance tracker, prepares a monthly report on holidays / compensation and share the leaves follow up table with the team and line manager;
- Print salary slip to be signed by the employee and properly archived on a monthly basis;
- Assist in implementing and keeping up to date Conditions of Employment, Internal Regulations, salary scales and procedures;
- Draft HR procedures in line with MDM principles and Palestinian legislation;
- Follow up on legal requirements regarding employment (social security, income tax if any, work permits, residency, employment contracts etc.);
- Assist in the conduction of Annual Individual performance evaluations;
- Manage and Follow-up on the internal capacity building opportunities (trainings, seminars, conferences etc.);
- Assist the employees when necessary to fulfil their HR administration duties;
- Ensure all staff HR files are archived according to Medair policy and any donor requirements
- Assist with Fraud reporting and disciplinary process;
- Perform any other additional duties on request of the Supervisor;

Requirements
Academic / Professional background:
- Bachelor’s Degree in Business Management, Human Resources or related fields.
- Minimum 3 years of progressively experience in administrative field related position.
- Experience working with INGOs is highly desirable

- Necessity to manage priorities and to adapt them daily according to the context.

Language requirements:
- Good level of written and spoken English and Arabic.
Computer literacy:
- Microsoft Office Package (Word, Excel, PowerPoint, Outlook)
Compensation package:
Medicos del Mundo’s Salary charts will apply.
