HR Officer
Relief International (RI) is an international non-profit organization that partners with communities impacted by conflict, climate change and disaster to save lives, build greater resilience and promote long-term health and wellbeing.
Our team of more than 7,000 staff and local volunteers work in 15 countries across Africa, Asia, and the Middle East, providing Health and Nutrition, WASH (Water, Sanitation, and Hygiene), Education and Livelihoods programming that creates the foundation for community resilience.

Job Profile
The HR Officer is a key contributor to ensuring the smooth operation of HR processes and activities within the country office. The job holder supports the implementation of HR policies, systems, and procedures and ensures compliance with local labor laws and RI regulations. The HR Officer is responsible for maintaining accurate records, managing recruitment processes, and supporting employee relations and HR administration under the guidance of the HR Coordinator.
Key Responsibilities
Accountability and Complexity:
- Provide support to the HR coordinator in implementing HR policies, systems and procedures.
- Maintain compliance with HR practices, ensuring they meet organizational and legislative requirements.
HR Admin:
- Accurate enter and update staff information in the HRIS system
- Maintain up to date HRIS & Personal folders and ensure compliance with donor and audit requirements.
Recruitment & Onboarding
- Assist with recruitment processes, including posting job vacancies, coordinating interviews, and communicating with candidates.
- Support onboarding processes for new hires, ensuring a smooth transition into the organization.
- Act as a point of contact for applicants, ensuring clear communication about recruitment stages and outcomes.
Employee Relations
- Serve as the first point of contact for staff queries related to HR policies and benefits.
- Monitor adherence to RI’s Code of Conduct and policies, escalating any concerns to the HR Coordinator.
- Provide administrative support for disciplinary processes, as needed.
Performance Management
- Support the performance evaluation process by monitoring timelines and ensuring forms are completed.
- Provide guidance to staff and supervisors on goal setting and performance improvement plans.
Behavior and Conduct
- Will ensure the highest standards of behavior inside and outside of work promotes the values in RI’s code of conduct and safeguarding policies
- Will be a model for ethical conduct standards for other team members
- Will ensure own actions and the actions of the teams’ members they manage do not impact the safety of the RI team and the vulnerable communities we serve
- Will ensure external stakeholders are aware of RI conduct and reporting mechanisms

- Bachelor’s degree in a related field (e.g., HR, Business Administration).
- 2–4 years of HR experience, preferably with NGOs or INGOs.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook) and HRIS systems.
- Strong organizational and communication skills.
- Ability to manage multiple priorities in a fast-paced environment.
- Knowledge of local labor laws and compliance requirements.
- Fluent in written and spoken English
