Job Description

Main Job Purpose:

The HR Field officer will manage the HR team in the field and ensure smooth implementation of all HR functions, including recruitment, performance management, employee relations, and compliance. The role will also involve coordinating with other departments to ensure high-quality HR services, reporting all HR activities to the operation coordinator, and maintaining a positive and productive work environment in collaboration with field management.

Accountabilities:

  • Team Management:
  • Lead and manage the HR Field  team to ensure the efficient delivery of HR services.
  • Set clear goals for team members and regularly review performance to ensure objectives are met.
  • Identifying a training and development programs to enhance the skills and capabilities of the HR team.
  • Coordination and Collaboration:
  • Facilitate effective coordination between the HR department, field staff, and other departments to ensure aligned objectives and operations.
  • Participate in regular coordination meetings with department heads to discuss HR-related issues and support project needs.
  • Implement and maintain streamlined communication channels for resolving HR-related matters quickly and efficiently.
  • HR Reporting:
  • Provide timely and accurate reports to the HR Manager on all HR activities, including recruitment, employee performance, disciplinary actions, and staff development.
  • Monitor key HR metrics such as employee turnover, absenteeism, and staff satisfaction.
  • Maintain accurate records of HR activities and ensure compliance with organizational policies and legal requirements.
  • Employee Relations & Positive Work Environment:
  • Work with field management to foster a positive, inclusive, and productive work environment.
  • Address and resolve staff concerns through regular one-on-one meetings and feedback sessions.
  • Organize team-building activities and staff well-being programs to enhance morale and team cohesion.
  • HR Policy Implementation & Compliance:
  • Ensure that all HR policies and procedures are implemented consistently and are compliant with local labour laws and organizational standards.
  • Conduct regular audits of HR practices in the field to ensure adherence to legal requirements and best practices.
  • Provide training and guidance on HR policies to ensure staff understand and comply with organizational standards.
  • Recruitment & Onboarding:
  • Manage the recruitment process for field staff, including job postings, screening, interviewing, and onboarding of new employees.
  • Ensure a smooth onboarding process and provide ongoing support to new hires to ensure a positive transition into the organization.
  • Performance Management:
  • Support the performance evaluation process in the field by coordinating with managers and ensuring timely completion of performance reviews.
  • Address performance-related issues in collaboration with field management and provide guidance on improvement plans.
  • Compliance & Legal Requirements:
  • Ensure compliance with local labour laws and organizational HR policies.
  • Keep abreast of changes in labour legislation and recommend necessary updates to HR policies and practices.

Job Requirements

Qualifications and Education Requirements:

Bachelor’s degree in human resources, Business Administration, or a related field.

General Work Experience:

Minimum of 3-5 years of HR experience, preferably in a field or humanitarian context.

Experience managing a team and coordinating between multiple departments.

Skills:

  • Strong writing and presentation skills.
  • Strong negotiation, interpersonal, and organisation skills.
  • Strong leadership and team management skills.
    Languages:
  • good written and spoken English
  • Strong written and spoken Arabic

Abilities:

  • Excellent communication and interpersonal abilities.
  • Solid understanding of HR functions and Policies.
  • Ability to work under pressure and meet deadlines.
  • Strong organizational and problem-solving skills.

Work Environment:

80% office based

20% Field visits / events / work trips / meetings etc.,
