Position Overview: GIZ Palestine is looking for a skilled and experienced Human Resources Specialist to support our HR operations. This role includes managing payroll, insurance processes, personnel planning, and recruitment in accordance with GIZ standards. The successful candidate will ensure compliance with Palestine tax and labor laws, develop HR solutions, and support strategic HR initiatives.

Responsibilities and tasks include but are not limited to:
The HR Specialist performs the following tasks:
- Manage monthly payroll processes and related documentation for national personnel.
- Oversee health, workmen's compensation, and insurance tendering and contract management.
- Coordinate with Admin and Finance teams for payroll, reports, and booking sheets.
- Assist with HR data management and support Leave Management System (LMS) modifications in coordination with IT.
- Contribute to strategic personnel planning and HR workshops.
- Assist in the recruitment process, including evaluation, shortlisting, and contract management.
- Ensure compliance with Palestine labor laws and GIZ standards in hiring conditions.
- Manage and archive national personnel files on the Digital Management System (DMS).
- Oversee income tax processes, including document preparation, submission, and meetings with tax authorities.
- Support HR department in organizing meetings, interviews, and workshops.
- Act as deputy for the Head of HR and other team members during their absence.
- Analyze the needs (based on GIZ rules, work procedures, tax and labor laws and regulations) and developing solutions including templates, excel and other tools. This requires the ability to use advanced formulas and features in MS excel and other relevant application.
- Responsible to follow-up changes to the respective regulations and update the existing tools and/or develop new tools and solutions.

Required qualifications, competences, and experience
- BA/MSc in Human Resources, Business Administration, Finance, Law or a related field.
- Minimum of 6 years of relevant HR experience, ideally in international organizations.
- Proven experience and knowledge of Palestine tax and labor laws, particularly income tax.
- Experience in payroll and insurance management, with the ability to manage confidential information.
- Advanced skills in MS Excel and other related applications. This includes, but is not limited to, strong ability to write formulas to make complex computations, protect forms, validate results/ cross checking, use Mail Merge, prepare Cockpit views…etc.
- Strong analytical and problem-solving skills.
- Excellent negotiation, critical thinking, and interpersonal communication skills.
- Fluency in both English and Arabic, with the ability to write clearly in both languages.
- Ability to work under tight deadlines and in a multicultural environment.
