Job Description
Palestine Trade Center (PalTrade) is a nongovernmental organization established in 1998. PalTrade’s purpose is to lead the development of Palestinian trade as a driving force for sustainable national economic growth. As the National Export Development Organization with membership of more than 300 Palestinian leading businesses, PalTrade advocates a competitive, enabling business environment and is dedicated to improving trade competitiveness through trade promotion and capacity building.
PalTrade’s operation and services are guided by sector-based strategies for export development supported by assessment of cross-sectoral opportunities and impediments. These strategies are deployed through a range of services and activities aimed at vitalizing sectors to export to target markets.

Human Resource Officer
The Human Resource Officer is responsible for providing support in the various human resource functions, which include recruitment, staffing, training and development, performance monitoring and employee counseling. The HR Officer works in coordination with PalTrade’s CEO.
Duties and Responsibilities:
Recruitment:
-Provide support to supervisors and staff to develop the skills and capabilities of staff;
-Monitor staff performance and attendance activities;
-Coordinate staff recruitment and selection process in order to ensure a timely; organized and comprehensive procedure is used to hire staff;
-Provide information and assistance to staff, supervisors and CEO on human resource and work related issues;
-working with other managers to plan future personnel needs;
-Develop and update HR & Admin manuals and ensure proper implementation;
-Arrange and manage annual staff performance review;
-Maintain & update staff personnel files; and
-Oversee policies and procedures implementation.
Administration:
-Preparing for staff, management and board of directors meetings and maintaining meeting minutes. Ensuring that meetings and important events are properly and timely prepared including logistical preparations;
-Filling and maintaining the filing system for documents used by the CEO;
-Typing documents as requested by the CEO; and
-Performing other support tasks as requested by the CEO.
Procurement:
-Implement guidelines applied to different contract vehicles; and
-Maintain procurement files and records.
Qualifications:
Bachelor’s degrees in Human Resources Management, Business Management, and Business with languages or relevant field, plus 5 years work experience, at least three years of which were in similar responsible position.
Knowledge and Skills
The incumbent must have proficient knowledge in the following areas:
-human resources management;
-Job descriptions;
-performance review methods and techniques;
-staff training, development and recognition;
-mentoring and coaching;
-an understanding of relevant legislation, policies and procedures;
-Ability to analyze organizational behavior as well as human behavioral characteristics and motivations;
-Display leadership qualities and behaviors;
-Self confident and professionally tactful to be able to stand your ground and convictions in the face of opposing opinions; and
-Several years of experience supervising staff. Equivalencies will be considered.
