United Nations Children’s Fund (UNICEF) in the State of Palestine–East Jerusalem invites applications to fill the following vacant post:

Title :Human Resources Assistant, East Jerusalem Office
Level :GS-6 Fixed-Term Appointment
Duration:2 years with possibility of extension

Purpose of the Post:
Under the direct supervision of the Chief of Operations, manages all human resource functions in the country office in accordance with the Human Reseources work plan, consistent with the Country Programme Management Plan.

Key Tasks and Responsibilities of the Assignment

Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primarily, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results:
1-Promote equity, transparency and consistency in the interpretation, determination and administration of international and local conditions of service, terms of employment, benefits and allowances in accordance with UN/UNICEF regulations and rules. Advise management and staff on correct interpretation and application of HR policies and procedures and provide counselling as required.
2-Participate in the local salary surveys with other UN Agencies, and ensure that the application of privileges and entitlements pertaining to the International Civil Servant Staff are maintained and observed in the country by local government bodies and institutions
3-Assist Management in identifying, recruiting and maintaining talented, diversified and motivated staff of professional and General Service category and temporary assistance including consultants in compliance with UNICEF rules and regulations. Advise Management on the appropriate organizational structure of the office and effective utilization of human resources (HR).
4-Team with recruiting units to ensure that transparency, integrity, merit, gender balance and geographical diversity are observed in the recruitment processes. Promote equity, transparency and consistency in the selection and placement of staff and avail of strict respect of and adherence to UNICEF rules and regulations in Human Resources Management.
5-Plan and ensure appropriate and timely actions for renewals of contracts, promotions, within-grade increments, and performance evaluations. Develop and implement monitoring plans, including timetables, for contract reviews, renewals and terminations; ensures timely notice to staff.
6-Implement and administer the fair, equitable and systematic GS classification in compliance with the established standards and procedures as well as the classification principle of equal pay for work of equal value by ensuring all job descriptions are current and duly classified. Participate in the Office Improvement Plan and provide support and follow up in its implementation.
7-Assist and support staff members to enhance their job performance through the identification of training and learning events, support identify office needs for individual and group trainings and promote cost-effective leaning opportunities such e-learning or on-the job training. Act as the resource person and secretary of the Office Learning and Development Committee, compile the Office Learning Plan and ensure its implementation and reporting. Plan, organize and provide administrative supervision on training events and produce reports upon completion of the trainings.
8-Plan and provide training to staff in HR issues, including briefing and orientation to newly recruited staff, staff on separation and promote a rational and attainable career management system to meet the office's current and future staff needs.
9-Provide advice to Management in HR issues, including advice to managers/supervisors on appropriate approach to be used for sound performance management and in counselling staff. Provide technical resource and administrative support to staff- management bodies such as Staff Selection Panels (SAP), Local Central Review Panel (LCRP), and Joint Consultative Committee (JCC). Upon need, participate in the decision-making process on staffing requirements and management.
10-Contribute to the budget preparation and review process through an analysis of staffing pattern and needs of the office and prepare HR component of the Annual report. Participate in the development and review of the job descriptions for the new or reclassified posts and ensure that consistency is maintained with organization appropriate titles and that UNICEF competencies are assigned in line with the organizational standards, goals and objectives.
11-Performs other tasks as assigned by supervisor.

Selection Criteria
Education
Completion of First University Degree (Bachelor) in Business Administration, HR management, Social Sciences or completion of secondary education degree preferably supplemented by a minimum of 5 years work experience in General administration Management or Human Resources Management

Experience
Minimum of 5 years work experience in or Human Resources Management or Ppersonnel management and Administrative support services.

Languages
Fluency in English and Arabic (spoken and written) Hebrew is an asset.
