Program / Department Summary
Mercy Corps is a non-profit, non-governmental international humanitarian and development organization, registered in the United States and Scotland with offices in more than 40 countries around the world, including the West Bank and Gaza, where the organization has been active in implementing relief and development programs for over a decade. Mercy Corps ‘West Bank and Gaza’ has staff based in East Jerusalem, Ramallah and Gaza City offices that implement programs throughout the Palestinian territories.
General Position Summary
The Human Resources Coordinator is responsible for ensuring Human Resources functions to support the staffing needs. The HR department while focusing on proper implementation of HR procedures in country, S/he supports the compliance with donor regulations as well as Mercy Corps’ internal policies and procedures and updating National Staff Policy Handbook and local policies. Participates positively in building the capacity of all team members.
SAFEGUARDING RESPONSIBILITIES:
- Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
- Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
- Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.
Human Resource Duties:
- Process and properly document all daily HR activities in an efficient and timely manner.
- Assist in processing of employee timesheets into a routine, monthly payroll – in cooperation with the Finance team.
- Responsible for tracking annual leave days, per diems, and other allowances, as per Mercy Corps policy.
- In cooperation with program management, ensure the validity of timesheets and monthly compensations. Advise and undertake training when necessary.
- Responsible for ensuring the HR files and documentation of all MC staff are current and complete.
- Assist in providing Position Descriptions to management for the recruitment of new positions.
- Responsible for managing the recruitment of new staff to the MC office – as per MC procedure.
- Assist in the day-to-day upholding of all MC procedures – in particular, National Staff Polices and Recruitment Procedures, starting from the Request for Personnel Process until the hiring of personnel.
- Responsible for clearing all departing staff as per MC policy.
- Assist in implementing pay changes, evaluations, and other financial activities that are reflected on payroll or in employee files.
- Assist with updating HCM according to all changes.
- Follow up with the new staff on the mandatory training.
- Support the HR orientation for the new staff.
- Ensure conducting reference checks and MDS checks.
- Adherence to all MC policies and procedures as outlined in MC policies and procedure manuals.
- Support all other HR activities as directed.
- Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
Accountability To Beneficiaries
- Mercy Corps team members are expected to support all efforts toward accountability, specifically
to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects. - Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.

Works Directly With: The finance team, and All Mercy Corps staff in Jerusalem, Ramallah and Gaza Offices.

Knowledge and Experience
- University degree in administration, Human Resources or relevant experience.
- Three Years’ experience in Human resources in particular
- Experience in INGOs is preferable.
- Fluency in written and spoken English and Arabic.
- Strong organizational skills.
- Computer skills are required.
