Human Resources Department Manager

Coastal Municipalities Water Utility (CMWU) in Gaza announces the following vacancy as a part of the Gaza Emergency Water Project funded by the World Bank.

Position: Human Resources Department Manager - CMWU HQ Office

Main Tasks and Responsibilities
1-Developing, supervising and performing all policies, regulations, systems and manuals related to CMWU HR Affairs.
2-Participating in projecting and determining personnel demand of CMWU.
3-Supervising the preparation and compilation of all job descriptions.
4-Revising the annual basis of the Human Resource Developmental Plan including results of training, needs of assessment, training programs, career development and etc.
5-Organizing, transferring and managing dismissal of employees according to Labor Legislation and orders of the Deputy Director General of Financial and Administrative Affairs. In addition to controlling allocations and assignments of workers in different departments of the utility
6-Supervising and registering updates of all information on staff regarding sick leaves, maternity leaves and information related to the staff working hours.
7-Supervising the record of personnel, distributing information about present and previous employments, archiving and filling necessary documentations on personnel, and preparing documentations for rewarding employees.
8-Utilizing appropriate systems to assess employees’ abilities and capabilities in order to promote qualified candidates in case of job vacancies announced by the utility.
9-Holding meetings with employees and preparing necessary documentation for assigning pensions of employees according to their social and work situation.
10-Supervising and organizing working time records, compiling and executing vacations chart, supervising labor discipline at the various organizational levels, and providing compilation of record of personnel to the stakeholders.
11-Supervising safety storage of all employees’ personal files.
12-Supervising and preserving official copies of all CMWU systems and procedures in effect.
13-Supervising, compiling and documenting all CMWU departments and conserving updated versions of them in addition to lists distribution and approval as well.
14-Supervising and archiving all internal memos and external correspondences; for internal memos, this require upholding of internal distribution lists; for external correspondences issued by CMWU, this requires upholding lists of approvals.
15-Supervising and archiving all progress reports issued by the various departments to the CMWU Director General; reports issued to the Director General and reports issued to the CMWU Board of Directors.
16-Providing the financial department with all information necessary for employees’ financial remuneration. Such information, which includes overtime, will be properly updated and recorded.
17-Providing the other CMWU branches with information regarding staff when they require such information.
18-Supervising and performing all activities that contribute to: enhancing the work environment, cleaning offices
and CMWU premises, maintaining of CMWU buildings and premises, providing stationery and other related requirements (office equipment), securing the CMWU premises, devising staff and and drawing safety plans in cases of emergency.

Minimum Requirements, Knowledge, Skills and Abilities Required:
1-Master Degree in business administration with a major in personnel management or any related field.
2-Experience more than (8) years in the field of personnel and managerial position.
3-Excellent skills of communication & social competence, Organization development & institutional capacity building, job analysis, performance and evaluations, recruitment & Motivations, reporting and correspondence skills.
4-Knowledge of general law related to HR, public utilities management and public enterprises (Palestinian Labor Law, Palestinian Civil service Law---etc).
5-Ability to communicate in Arabic and English
6-Computer Skills (MS Office) in English and Arabic
7-Driving license

Place & Time Work:
Full time, from 8:00am to 15:30pm, from Sunday to Thursday.
