Work context

CESVI has been working in Palestine since 1994, and it has developed over the years an expertise in the area of water, sanitation and environment through the implementation of projects in the field, establishing partnerships with relevant actors in the sector and thanks to active participation in the WASH cluster.

CESVI is currently implementing projects in the West Bank and in the Gaza Strip.

In response to the situation in the Gaza Strip, CESVI is planning expanding its team, through implementation of emergency and humanitarian relief response interventions. This includes but not limited to food security and basic needs assistance, and improving access to water and shelter.

Job Purpose: Provide support to the implementation and management of HR policies, practices, and maintaining applicable laws and HR standards in all processes.

In particular, with the support of the country Administrator and other team members, the incumbent is expected to:

Recruitment, contacting and on-boarding:

  • Work with recruiting managers to plan recruitment, support in drafting of Job Profiles, publish job adverts, advertise vacancies using appropriate recruitment sources,
  • Ensure effective shortlisting and selection processes take place and participate in interview panels.
  • Ensure recruitment processes are followed as per CESVI’s guidelines.
  • Ensure appropriate reference check and vetting processes are done.
  • Prepare job offers and contracts of employment.
  • In coordination with hiring managers, ensure staff on-boarding and handle related administrative actions including preparation of plans.
  • Ensure appropriate management of other recruitment and on-boarding processes including documentation

HR Administration and planning

  • Prepare and review payrolls and ensure accurate calculation of allowances, deductions, Salary changes, and benefits as per
  • Provide regular information to managers on leaves balance, end of contract dates and end of probation dates,
  • Support managers to make sure that managers complete performance evaluation and appraisal including probationary assessment on time and submit the documents to HR.
  • Oversee record keeping through personnel files and/or Insight that adheres to CESVI, donor, and local law regulations.
  • Assist in setting up comprehensive training plan, based on annual performance reviews and recommendations of managers
  • Support with employee relations’ cases including grievances, disciplinary procedures, performance issues, redundancies, dismissals.
  • Ensure organograms are up-to-date and match staffing levels and costs.

Job Requirements

Minimum requirements

  • Bachelor’s degree in human resources management, administration, business management, or other similar sectors.
  • Minimum 3 years of experience in the in HR, preferably humanitarian and development sector.
  • Writing and communication skills in Arabic and English.
  • Strong interpersonal skills, specifically negotiation and diplomacy skills
  • Excellent computer skills, knowledge of Microsoft Office Suite (Word, Excel), knowledge of and experience on the use of Kobo toolbox for data collection
  • Valid local driver's license
