Human Resources Senior Officer (Job# 2/2023)

The Human Resources Senior Officer will ensure the delivery of human resources functions inconsistent with CARE vision, mission, and program principles, and in line with the CO human resource philosophy to employees, supervisors, and managers. S/he will provide technical support and professional assistance to all staff. The areas of functions will include talent acquisition and onboarding, benefits administration and employee wellness, record keeping, learning and development, performance management, policies and legal compliance, employee relations and safeguarding.

The HR Senior Officer maintains contact and relationship amongst teams in different geographical areas and senior management team, liaise with regional HRBP, and other stakeholders is crucial to upkeep a vibrant human resources function at the Country Office.

In addition to the professional qualification required for the position, the incumbent will be a pro-active problem solver, able to initiate action, able to work with others to achieve results, manage performance to success, and have exceptional critical human relations skills.

Requirements

·       Academic Qualifications: bachelor’s degree in human resources, business administration, or a relevant field.

·       Professional Certificate in Human Resources

·       Minimum 6 years of relevant experience in a middle management human resources role

·       Ability to effectively articulate and promote CARE’s core values, to a diverse audience.

·       Strong knowledge of current trends and practices of human resources; significant understanding of compensation and benefits, recruitment, selection, training, and labor laws in the different legal frameworks (Palestinian Authority & Israel)

·       Language skills: Fluency in English and Arabic. Ability to communicate effectively verbally and in writing; ability to establish and maintain effective working relationships with applicants, employees, and the public. Working knowledge of Hebrew language is a plus.

·       Ability to maintain confidential and sensitive information.

·       Ability to listen and ascertain the needs of staff.

·       Ability to find and communicate accurate information concerning processes, policies, and procedures to staff; ability to respond to staff tactfully and courteously.

·       Excellent skills in communicating effectively and diplomatically with staff.

·       Understands and promotes the principles of gender equity, diversity, and inclusion.

·       Demonstrated mastery in Microsoft applications, including MS Word, MS Excel, Teams, Visio, MS PowerPoint

·       Willingness and ability to travel to other local offices and some international travel may be required.
