PROJECT BACKGROUND
           
The Gender-Responsive and Inclusive Technical and Vocational Education and Training in the West Bank including East Jerusalem (GRIT) is a six-year project (2019-2025) funded by the Canadian Government and implemented by the Lutheran World Federation Jerusalem Program (LWF Jerusalem) in partnership with Canadian Lutheran World Relief (CLWR).
 
LWF Jerusalem is a country program of the larger Lutheran World Federation based in Geneva, Switzerland. The LWF Jerusalem Program is a multi-faceted program of support and capacity building to the Palestinian people that includes the Augusta Victoria Hospital, Village Outreach Program, and the Vocational Training Program, which has been operational for over 70 years. CLWR has been a partner of LWF for more than 65 years and the two organizations currently work together on humanitarian and development projects in 7 countries.
 
The GRIT project contributes to poverty reduction in East Jerusalem and the West Bank by supporting women, including women with disabilities (WWD) to engage in technical and vocational education and training (TVET) opportunities that are likely to lead to gainful employment or self-employment.
 
The primary objective of the project is to improve learning and employment outcomes for Palestinian women, including women with disabilities (WWD). This will be achieved by improving women’s access to training opportunities, strengthening the functional and technical skills of trainees, and bolstering the gender-responsiveness and inclusiveness of the broader Palestinian TVET system. The project is being implemented through several TVET institutes throughout the West Bank and East Jerusalem to provide wide geographic coverage.
  1. CONSULTANCY ASSIGNMENT
2.1 – PURPOSE OF ASSIGNMENT:
Given the poor protections and conditions that exist in some segments of the labour market, particularly for women and women with disabilities, it is essential to educate trainees on their rights and to give them the tools and essential life-skills to advocate for their rights in the workplace.
To support this objective, the GRIT project developed a Human Rights and Life Skills training curriculum and instructor’s manual in 2021. Feedback received from training participants to date include the need to for more focussed training on key topics addressed in the curriculum, including Palestinian labour law.  Accordingly, the project is seeking a skilled trainer to review the existing curriculum and deliver training on key areas of focus to students at nine partner TVET institutes
2.2 – FOCUS OF ASSIGNEMNT:
  1. Develop content as required and deliver 3 training sessions to students at each GRIT partner institute (27 training sessions): A curriculum and instructors manual was developed in 2021 and includes a PowerPoint presentation and pre and post assessment forms. The trainer is expected to review the existing curriculum and related resources and develop focussed training sessions on key topic areas identified in consultation with LWF/CLWR. This will include delivering focussed training sessions on three key areas— 1) Palestinian labour law and Occupational Health and Safety 2) Gender and Women’s rights and 3) Life Skills. All three of these areas are covered in detail in the existing curriculum. A minimum of 130 trainees from GRIT partner institutes will participate in the training sessions. Note the number of sessions delivered per institute may vary based on training needs and feedback received from training participants.
The Consultant should also make suggestions to better incorporate the needs and priorities of people living with disabilities throughout the existing curriculum. The Consultant is required to collaborate with Disabled Persons Organizations (DPOs) for this purpose.  
  1. Provide an orientation session to counsellors of the targeted nine TVET institutes on the existing curriculum and provide instruction on how to deliver the focussed training sessions to trainees and graduates on a continuous basis.
  1. Review the existing practical resource for trainees and graduates that outlines relevant Palestinian labour law (i.e., an infographic, reference card, flow chart etc.)
*Special consideration must be given to ensure that the training format, delivery and all resources are accessible to people with disabilities.

EXPECTED DELIVERABLES

  • Train at least 130 trainees at partner TVET institutes on the key topic areas covered in the GRIT Human Rights and Life Skills curriculum. The specific training topics covered in each session will be determined in consultation with LWF/CLWR.
This will include the following sub-deliverables:
  • Review the existing curriculum and related resources and suggest ways to  enhance the curriculum’s relevancy for people living with disabilities.
  • Develop a detailed training outline and related materials for each of the six focussed training sessions. The training outline should include learning objectives for each session, training approaches to be employed and related resources/materials. Training outlines must be reviewed and approved by LWF/CLWR prior to delivering the training.
  • Review and revise (as necessary) pre and post assessment forms and evaluation forms, in consultation with GRIT staff.
    • Deliver an orientation session to the counsellors of the nine partner institutes on the existing curriculum and provide instruction on how to deliver the focussed training sessions to trainees and graduates on a continuous basis.
    • Review the existing practical resource focused on relevant Palestinian labour law in consultation with LWF/CLWR.
    • Prepare a comprehensive training report in Arabic and English that analyzes the findings of the evaluation and pre and post assessment forms and identifies recommendations for future trainings.

MODALITIES OF THE ASSIGNMENT

 
4.1 DURATION

The duration of the assignment is 5 months and shall be renewable subject to project needs.
 
4.2 TARGET AREA
The Consultant will work with GRIT project staff based in Ramallah, and will provide trainings to the trainees, and counsellors at the targeted TVET institutes located in Jerusalem, Ramallah, Jericho, Hebron, Nablus, and Bethlehem.
 
4.3 REPORTING
The Consultant will work closely with LWF team members; however, the Consultant will primarily coordinate and work closely with the LWF-GRIT Gender and Inclusion officer to ensure a proper flow of information and feedback from and to the Consultant. The Consultant is expected to coordinate all activities with GRIT staff and to submit all required deliverables through the Gender and Inclusion Officer for CLWR/LWF review and approval prior to proceeding with any of the activities.

QUALIFICATIONS AND REQUIREMENTS

  • Education and Certification of the staff assigned to work on this assignment:
  • BA Degree in human rights, and/or development studies, or any other related fields.

Core Competencies:

  • At least 5 years of experience delivering participatory trainings, including development of training content, materials, and resources
  • Solid knowledge of Palestinian labour law
  • Demonstrated expertise in human rights and life skills programming
  • Strong verbal and written communications skills, including previous experience delivering trainings to large and diverse audiences
  • Knowledge of TVET sector organizations/institutions is an asset
  • All key deliverables must be produced in English and Arabic. Strong proficiency in the English language is required.

Experience:

  • Previous experience/connections working with disabled persons organizations
  • Proven experience developing and delivering workshops and group discussions using participatory and innovative approaches
  • Experience advancing gender responsive and disability inclusive programming
  • Good analytical, research and presentation skills
  • Skilled in the use of data collection techniques and data analysis
  • Excellent report writing skills in English language, and well presented technical and financial proposals
  1. INTELLECTUAL PROPERTY RIGHTS
All documents related to the assignment shall remain the sole and exclusive property of LWF and may be used for any purpose whatsoever without the need to consult with the Consultant.
 
  1. REMUNERATION AND PAYMENT MODALITY
The Consultant will be paid according to achieved deliverables based on the payment schedule that will be set in the agreement.

  7. The LWF reserve the right not to accept any of the proposals, and is not bound to award the contract to the lowest proposal.
  8. The LWF have the right to cancel the bidding procedure at any moment. In the event of such canceling the consultants are not entitled to any indemnification whatsoever.
  9. Proposals shall remain valid for a period of two months after the date of proposals submission.

  • A financial proposal including hourly rate/s expected.
  • The financial proposal should include: Complete cost estimate that includes both the fee as well as any ancillary costs to be incurred, such as transport, taxes, fees and costs of workshops in the scope of the evaluation etc.
  • The consultant should submit zero vat invoice and to submit a valid deduction at source if not available a 10% will be deducted from his compensation.
