The NGO Development Center (NDC) is a Palestinian non-profit nongovernmental organization whose main function is to provide technical and financial support to Palestinian non-governmental organizations (NGOs) to empower them to respond to the needs of the poor and marginalized in the West Bank and Gaza Strip. Objective of Position:
The Human Rights Specialist will report to the Grants Program Manager. He/she will be responsible for the field implementation and monitoring of grants including assessment studies, appraisal of proposals submitted by the NGOs, monitoring and supervision of recipient NGOs.
The Human Rights Specialist is the main contact with the NGOs and the local community and his/her position ensures the flow of information and good communication between NGOs and the NDC.  The Human Rights Specialist is responsible for the first level of decision-making and for providing recipient NGOs with information and guidance regarding the program/project, its policies, and its procedures.  The Human Rights Specialist also represents a valuable capacity building resource.

General Duties :
 
1-Overall NDC Management Role: Assists in developing and implementing NDC policies, procedures and systems. Undertake any duties requested by the Manager or NDC Director. Participate in different committees and studies related to his/her department.
2-Plan:  Recommends department long-range plans designed to meet NDC goals with budget required; accomplish work within the approved budget.
3-Organize:  Maintains necessary communication and ensure good relations with appropriate external bodies and other departments Ensure availability and make most efficient use of human resources, supplies and equipment.
4-Control:  Monitors the performance of the partner NGOs, ensuring the quality of work and conformance with standards, rules & regulations. Prepare and present reports for the information of the Grants Programs Manager, the NDC Director and the Board of Directors as needed.
 
Specific Duties :
On the Grant level:

-Communicates the Core Funding and SGF application process to the community and NGOs including the eligibility criteria and the guidelines.
-Conducts a full appraisal (desk and field review) of proposals for grants applications submitted under the HR/GG Program to NDC with special focus on the compliance of those proposals with Human Rights Law and International Humanitarian Law in accordance with the grants’ guidelines,  and makes recommendations to the Technical Assessment Committee (TAC).
-Monitors grant implementation and ensures adherence to overall program’ objectives, NGOs’ strategic plans, work plans, budgets, planned outputs and outcomes, etc.
-Ensures the flow of information and adequate communication between grant recipient NGOs and NDC; providing recipient NGOs with information and guidance regarding the program’ implementation, its policies and procedures.
-In coordination with the grants’ finance officer, monitors budget allocations, track programs’ expenditures and process payments to NGOs in accordance with the agreed upon terms of GIAs.
-Assists the Capacity Building Officer in coordinating activities pertaining to identifying and responding to the capacity building needs of the NGOs.
-Reviews the HR/GG database and updates regularly to be used as a platform for exchange of experiences among the different partner NGOs and to provide a reliable source of information on the HR/GG sector in the oPt.
-Initiate meetings and forums for networking, coordination, sharing of experiences and advocacy among HR/GG NGOs and attend the different events that are carried out by the partner NGOs.
-Hold meetings with the partner NGOs to identify themes for discussion, facilitate policy dialogue meetings with donors in response to the third objective of the HR/GG Secretariat.
-Reviews and approves grant recipient reports, and periodic reports identifying achievements, problems faced and proposed solutions.
-Participates with the other program’ team members in identifying gaps and areas for improvement in the HR/GG sector and develop concept notes/context analysis accordingly.
-Prepares periodic progress reports to the donors in coordination with the other team members in addition to the preparation of the end of phase report, in line with the agreed formats.
-Assume any other related activities as requested by the Grants Programs Manager or the Director.
 
On the NDC Administrative Level
-Attends staff and program meetings at the NDC office, to discuss general implementation plans  and share experiences and lessons learnt.
-Develops detailed periodic activity plans as required.
-Submits periodic reports to the Grants programs Manager as needed.

Internal Relationships and  Communication:
Program’ staff including the other Human Rights Specialist, the Finance Officer, the Media and Communication Officer and others as appropriate.
   
External Relationships and Communication:
Partner NGOs, other stakeholders, etc.
Qualifications:

-MA. in human rights, law, social studies, development, or related fields.
-Three to five year of relevant experience.
-Sound knowledge of the Palestinian NGO Sector, particularly, the HR/GG NGO Sector.
-Proven record in coordinating programs of similar nature.
-Excellent community development, project management, monitoring, supervision and provision
of technical assistance and facilitation skills.
-Strong organizational, presentation skills and time management skills.
-Strong communication and writing skills in Arabic and English.
-Computer skills and a valid driving license.
