Seeking Humanitarian Advisor / Monitor (Individual/Firm) for Field Support Services Project (FSSP)

West Bank and Gaza

Background: Global Affairs Canada is the Government of Canada’s lead in responding to rapid-onset and protracted humanitarian crises. Canada’s humanitarian assistance is designed to be flexible and to respond quickly to the needs of affected populations, with a particular focus on those most in need. Canada disbursed over $5B in humanitarian assistance between 2011/12 and 2017/18, consistently making it one of the 10 largest humanitarian donors, with one of the highest proportions of official development assistance (ODA) directed to humanitarian assistance. A substantial portion of Canada’s Development aid to the West Bank and Gaza is allocated to humanitarian. Given the importance and dominance of this sector, the GAC intends to allocate special focus and attention to this sector and hire a Monitor to support GAC to ensure Canadian funded humanitarian assistance projects are achieving their expected objectives while respecting and promoting Canadian environmental, gender equality, and other relevant policies. 

Programming by Global Affairs Canada supports a two-state solution and is aligned with Palestinian needs and Canadian priorities. Assistance focuses on humanitarian assistance and resilience, inclusive and sustainable economic growth, and justice sector reform.

The Technical Specialist (TS) will be required to work remotely and provide up-to-date project specific and contextual data, monitoring and analysis. The Monitor will provide project and sector-level expertise in periodic reporting to GAC. This monitor’s advice will help Canada ensure the most effective implementation of its projects and understand what works, what does not and what areas Canada should consider in the future. The TS is expected to provide his/her salary history for the last three years and the desired daily compensation rate in USD.
