The Opportunity – Humanitarian Safety Advisor and Risk Analyst (HSARA)

ROLE PURPOSE: 

The Humanitarian Safety Advisor and Risk Analyst (HSARA) will lead on the analysis of security and political trends and incidences to inform the overall security context in the oPt. This position will manage several real-time safety and security, conflict activity, social economic, and risk advisory platforms and comprehensive incident datasets in order to inform, and develop high quality data visualization products and tools, to enhance early warning/ preparedness, and support the application of evidence-based management decision-making for the SCI oPt Country Office (CO) and other members of the INGO network, Association for International Development Agencies (AIDA).

By combining SCI’s access to several safety, security, social economic and risk platforms, independent research, collaborating with external partners, regional or global teams, this role will proactively lead, manage, and contribute to any scheduled outputs/products and bespoke safety, and security analysis. Additionally, this position will facilitate sharing of safety and security resources (SOPs, contingency planning) and access to relevant safety and security trainings such as HEAT, and make use of INGO platforms such as AIDA in order to coordinate and access the INGO community and the key stakeholders involved in humanitarian access (OCHA, ASU, UNDSS, UNRWA, etc.).

The purpose of the HSARA will be to work with the member organizations of AIDA to improve their understanding of the operational environment and inform subsequent planning, enhance coordination of humanitarian actors and strengthen security protocols between UN and INGO stakeholder. There are three core elements to the position:

1. Developing tools and information management processes that give clearer contextual analysis of the risk and threats to the INGO community in particular and the Humanitarian Community at large

2. Coordinating with main stakeholders on humanitarian movement, access, and staff safety particularly in times of active engagement

3. Strengthen AIDA membership’s institutional capacities on safety and security by facilitating access to relevant trainings, sharing of protocols etc. 

The HSARA would coordinate real time security analysis that directly and uniquely affects the INGO community and be a bridge with UN security information resources. The HSARA would also lead on external engagements with relevant stakeholders as appropriate (ASU, UNDSS, OCHA), establishing protocols for the inclusion of international INGO personnel in UN shelter-in-place, relocation and evacuation arrangements, should the security environment require these measures to be implemented. To provide support and strengthen the security capacities of the broader INGO community, the HSARA would facilitate sharing of relevant safety and security protocols, access to relevant trainings and capacity building initiatives. The HSARA will also make use of the coordination structures under AIDA to provide briefings, coordinate, and disseminate key information.

SCOPE OF ROLE: 

Reports to: Country Director 

Staff reporting to this post: No direct reports but technical expert, with significant engagement and contributions to key internal groups, and external global technical safety and security partnership forums, and service providers.

Role Dimensions: Collaboration and engagement with key stakeholders across oPt, and regional levels; strong relationship with SCI global and regional teams; external engagement with key safety, and security forums, academics, safety and security analyst groups, and think-tanks.

Budget Responsibilities: None.

KEY AREAS OF ACCOUNTABILITY: 

Information management & analysis (60%)

• Monitoring safety and security, and risk advisory platforms, seeking inputs and feedback, triangulating information, and grade sources of information (public and private), producing analysis and insights, (written and visual) to support management decision making.
• Manage an incident database tool to produce regular safety-security reports and analysis of trends .
• Identify, test and deliver scheduled and unscheduled general key analytical “products”, maps, studies, estimates, forecasts, and assessment memoranda.
• Produce and disseminate regular safety-security reports and briefs, ad hoc analyses and monthly and annual trend analyses.
• Develop and standardize good practice for priority threats and share relevant resources.
• Establish and regularly update security protocols for information sharing platforms.
• Support the development of briefing papers / tools for sharing of information on common safety and security concerns as required.
• Liaise and share information with INGO safety and security officers, UN, donors, diplomatic corps, private sector and any other relevant external stakeholders observing good information sharing practices.
• Act as a point of liaison with UN security information sources.

Coordination (30%)

• Coordinate linkages between the INGO Forum and other organizations relevant to safety and security of NGOs, including UNDSS under the “Saving Life Together” framework i.e. shared evacuation processes and procedures, coordinated movement during escalations, coordinated and shared hibernation locations and facilities during periods of escalation.
• Strengthen INGO safety- security coordination in conflict-affected areas and at national level.
• Facilitate INGO security meetings, briefings and workshops as necessary and ensure information is disseminated to relevant stakeholders.
• Facilitate bi-monthly INGO forum safety and security meetings for focal points.
  
  

Institutional strengthening on safety and security (10%)

• Strengthen INGO security capacities through the development and implementation of common tools where feasible and sharing of best practices, protocols, contingency planning.
• Explore and foster synergies between INGOs with the view to reducing the costs of security.
• Facilitate access to relevant safety and security trainings (UN, INGO and other relevant bodies).
• Provide guidance and assistance to AIDA member organizations on request.

In order to be successful you will bring/have: 

QUALIFICATIONS   

• Master’s degree in international relations, political science, sociology, international policy and diplomacy, safety and security in development or equivalent through experience.

EXPERIENCE AND SKILLS

• Experience in political analysis and conflict prevention.
• At least 10+ years working experience in the humanitarian field, in either a safety and security management or operational role. Experience in an insecure/conflict-affected environment required.
• Experience within an operational NGO strongly preferred. Equivalent experience, including the UN, DPKO missions, diplomatic community, donors, national governments and others could be considered.
• Ability to manage and disseminate information with conflict sensitivity and respect for confidentiality.
• Strong analytical skills and demonstrated ability in writing briefing papers and other information products.
• Excellent writing, editing and analytical skills and ability to formulate well-targeted policy recommendations.
• Excellent interpersonal and communication skills, including good public presentation skills, and a very strong capacity for effective teamwork.
• Ability to work independently in a fast-paced and often demanding environment.

• Experience working in the Palestinian-Israeli context preferred.
