Role and responsibilities

The purpose of the ICLA East Jerusalem Area Coordinator position is to implement ICLA area project portfolio and provide support on specific technical competences related to programme development.

Generic responsibilities

  1. Adherence to NRC policies, guidance and procedures
  2. Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  3. Promote the rights of IDPs/returnees in line with the advocacy strategy
  4. Contribute with ICLA specific technical competence to the development of area strategy and contingency plan, and ICLA strategy and Macro LogFrame
  5. Contribute with CC specific technical competence to programme development, adjustment or review
  6. Conduct ICLA specific technical/needs assessments / research and present recommendations
  7. Develop ICLA specific technical guidance, tools and mechanism
  8. Responsible for implementation of ICLA projects (activities and budget) according to strategy, proposal, plans and budget
  9. Capacity building of area ICLA project staff, and transferring key skills through mentoring and on the job training
  10. Promote a management culture, working and learning environment in line with NRC's values and leadership/management framework 

Specific responsibilities

  • Development of ICLA East Jerusalem are strategies and supervision of implementation of strategies
  • Management and implementation of ICLA East Jerusalem area projects (project work plans, spending plans, M&E, synergies) in line with proposals, strategies and donor requirements
  • Contribution to funding proposal, project budgets and donor reports
  • Management of ICLA East Jerusalem area staff
  • Responsible for ICLA East Jerusalem area staff professional development and capacity building
  • Recruitment of ICLA East Jerusalem area project staff
  • Overseeing ICLA East Jerusalem area partners and consultants
  • Contribution to East Jerusalem area needs assessments, surveys and information collation on trends in access to justice, legal aid provision, HLP violations and displacement trends
  • Liaison and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums as delegated by PDM
  • Contribute to ICLA WB Advocacy strategy
  • Any other tasks assigned by management

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Area operations: ICLA Program Development Manager; Education Programme Development Manager
  • Monitoring: Monitoring and Evaluation Coordinator
  • Grants and Compliance: Grants Coordinator; Compliance Coordinator
  • Procurement: Logistics Coordinator
  • Advocacy: Advocacy staff; ICLA Program Development Manager
  • Budgeting and BVAs: Finance Coordinator / Manager

Scale and scope of position

Staff: 3 Technical Officers

Stakeholders: Key external stakeholders the post has relationships with (e.g. UN agencies, INGOs, local NGOs, civil society, governmental bodies)

Budgets: ICLA East Jerusalem area budgets

Information: N/A

Legal or compliance: Ensure compliance with the NRC terms of employment, code of conduct, due diligence policy, as well as donor rules and regulations for grants management

  • Fluency in English, Hebrew and Arabic, both written and verbal

Context related skills, knowledge and experience:

  • Israeli Bar qualification
  • Masters in field of law, international law, management or other relevant field desirable
  • Minimum of 5 years relevant work experience in legal or management fields
  • Documented technical competences related to the position’s responsibilities
  • Experience working with donors and on projects in humanitarian context
  • Knowledge of the context in Palestine
  • Advocacy experience
  • Cultural sensitivity

Working hours: 40 hours a week
