In Palestine, NRC provides humanitarian assistance and promotes respect for international law in one of the longest-running displacement crises in modern history. In the West Bank, including East Jerusalem, and Gaza, NRC’s work includes emergency preparedness and response, education, ICLA, protection, shelter and WASH.
Project Background
Established in late- 2009, the ICLA programme aims to improve access to justice for Palestinians on housing, land and property (HLP) rights with the aim to enhance security of tenure. In addition to the legal counselling provided through the Legal Aid Centre in Gaza city or through mobile legal clinics that cover all the Gaza strip, ICLA provides information and awareness-raising sessions on HLP law to grassroots communities throughout Gaza as well as offers legal training and building the capacities on HLP rights to lawyers, trainee lawyers, law students, community leaders and humanitarian workers in Gaza. In addition, ICLA also co-chairs the Legal Task Force (LTF) in Gaza, whose members include local legal aid organizations, human rights organizations, legal academic institutions and women’s organizations that provide legal aid.
Roles and Responsibilities
The purpose of the ICLA Project Area Coordinator position is to implement ICLA area project portfolio and provide support on specific technical competences related to programme development.
Generic responsibilities:
- Adhere to NRC policies, guidance and procedures
- Ensure projects target beneficiaries most in need of protection, explore/asses new and better ways to assist
- Promote the rights of IDPs/returnees in line with the advocacy strategy
- Contribute with ICLA competence to the development of area strategy, contingency plan, CC strategy and Macro Log Frame.
- Contribute with ICLA technical competence to programme development, adjustment or review
- Conduct ICLA technical/needs assessments and research and present recommendations
- Develop ICLA technical guidance, tools and mechanism
- Responsible for implementation of CC projects according to strategy, proposal, plans and budgets
- Build capacity of ICLA Gaza project staff, and transferring key skills through mentoring and on the job training
- Promote a management culture, working and learning environment in line with NRC's values and leadership/management framework.
Specific responsibilities
- Develop ICLA area strategies and coordinate the implementation of strategy
- Coordinate ICLA program implementation (project work plans, spending plans, M&E, synergies) in line with proposals, strategies and donor requirements
- Contribute to funding proposals, project budgets and donor reports
- Manage the ICLA Gaza team, recruit new staff when required and support professional development
- Oversee ICLA Gaza partners and ensure compliance with NRC policies and procedures
- Contribute to area needs assessments, surveys and information collation on trends in access to justice, legal aid provision, HLP violations and displacement
- Participate in coordination mechanisms related to ICLA Gaza with donors, authorities and clusters as delegated by PDM/AM
- Liaise with relevant local and national authorities and stakeholders and represent NRC in relevant fora, as delegated by PDM/AM
- Contribute to ICLA Gaza advocacy strategy
- Undertake any other reasonable task assigned by management.

Our Ideal Candidate:
We are looking for a University degree in field of law, international law, management and/or other relevant field, with Minimum 5 years’ relevant work experience, experience working with donors, projects and in humanitarian context desirable, knowledge of the legal and humanitarian context in Gaza, excellent inter-personal and communication skills, research, international law and advocacy experience preferred
