Background
The Norwegian Refugee Council (NRC) re-established its presence in the occupied Palestinian territory in January 2009 and is developing programme activities in the sectors of Shelter, Education and the provision of Information, Counselling and Legal Assistance (ICLA). The long-term objective of the programme is to contribute to improved protection and living conditions for refugees and internally displaced persons in the oPt. The ICLA programme comprises of 5 teams including the Partnerships and Trainings Team, Strategies and Research Team, Gaza Team, International Component Team and Information Team.
NRC oPt ICLA now requires a Support Unit Manager (SUM) to manage the ICLA Support Unit and to oversee and coordinate the project proposal, reporting (financial and narrative) and information management aspects of the ICLA programme, under the supervision of the ICLA Programme Manager.
Tasks and Responsibilities
Under the supervision of the ICLA Programme Manager, the SUM will perform the duties and responsibilities in accordance with the objectives and activities mentioned below:
-Manage and supervise the ICLA Support Unit, comprising of Grants Officer, Monitoring and Evaluation Officer, Information Officer and any other staff recruited to the team.
-Coordinate the reporting functions of the ICLA programme, including receiving and collating the implementing partner reports from the partner focal points, completing the ICLA monthly reports, and coordinating reporting requirements for the NRC Core Activity Database (CAD).
-Collate statistical information for use by the ICLA program as necessary.
-Provide general overview and coordination of ICLA’s Monitoring and Evaluation requirements, in close consultation with the Monitoring and Evaluation Officer.
-Provide general overview and coordination of ICLA’s databases in close consultation with the Information Officer.
The databases include the internal case management database, Threats of Displacement Database (TODD) and other databases maintained by the ICLA program.
-Provide general overview and coordination of ICLA’s reporting obligations to donors (financial and narrative) in close consultation with the Grants Officer. This will include ensuring the timely provision of ICLA information to the Finance section for the purposes of budgets, forecasts and other necessary financial and administrative purposes.
-Coordinate the preparation of donor reports and project proposals within the ICLA team and in liaison with the ICLA
Project Managers and Programme Manager.
-Prepare information on the ICLA programme for the Advocacy Team, as well as internally for the ICLA team.
-Contribute to the development and implementation of NRC oPt Country Strategy and Plan of Action;
-Develop a plan for the capacity building of staff members in the ICLA Support Unit
-Further develop and improve the gathering of ICLA information
-Other program support as requested by the ICLA Programme Manager
SKILLS AND QUALIFICATIONS REQUIRED
-Holder of a relevant university degree, such as management, information systems or finance
-A minimum of 5 years of management experience, including some program management
-Experience of working with international organisations preferred;
-Experience with legal programs is an advantage, but not necessary
-Experience with monitoring and evaluation of programmes an advantage;
-Ability to work under pressure and with limited supervision;
-Ability to integrate well in a team and to be a team player and a leader;
-Strong organisational and logistical skills;
-Excellent command of English and Arabic both written and orally;
-Ability to always be punctual and meet deadlines;
-Experience of working with refugees or displaced persons is an advantage;
