Position title: ICT Officer (ICTO)


“GGateway for Outsourcing Information Technology” is a social enterprise registered as a Private Limited Entity (Pltd.) founded in Gaza in January 2016 after 2 years of piloting work in UNRWA (United Nations Relief and Works Agency). GGateway works as a a non-profit entity and in accordance with its mission reinvests any surplus in accordance with its mission, vision, principles, and values in order to realize its objectives. GGateway offers customized and competitive ICT business outsourcing services to clients worldwide. At the same time, GGateway enables young ICT graduates from universities in Gaza to access professional opportunities in a learning environment, and enhances the ICT sector in Gaza by providing qualified labour and business opportunities. GGateway services such as but not limited to Data Management, Process Improvement, Training Material Development, Software Testing and Application Development. GGateway also runs a vibrant and innovative freelancing platform (GHub), a co-working space equipped with the IT infrastructure fostering collaboration and knowledge transfer to create professional ICT communities. GGateway is supported by UNRWA (United Nations Relief and Works Agency).

General Position Summary

This advertisement seeks qualified applications for an ICT Officer (ICTO).

The ICT Officer is responsible for the installation and maintenance of the technology of the Enterprise. This includes the maintenance of the current ICT environment, the selection of tools and their application, ensuring the proper functioning of equipment and network to meet the GGateway needs and demands. The ICT Officer has also to be prepared to assist with the urgent systems administration requests.

The accountability to GGateway vision and mission is an essential requirement as well as the commitment to any task related to the GGateway strategic needs.
Position Expected Starting Date: October 1st 2017
Contract Duration: 1 year starts with 3 Months  probation period

Accountability:

-    Reports directly to the GGateway Finance & Admin. Manager.
-    Works in collaboration with the Enterprise staff and ICT consultant to coordinate the best practice for its ICT infrastructure and security.


Main Functions:

-    Install and maintain the Enterprise’s ICT environment and assets, and provide first and second line support to all the GGateway Staff, in accordance to the established standards and operating procedures, including prioritize helpdesk requests.
-    Organize, install, plan, and test the network servers, including both software and hardware across a diverse range of systems (Windows Server, MikroTik Router, and Virtualization technology), Install and maintain the networking hardware such as, switches, routers and across a diverse range of platforms ensuring compliance with the ICT policies and the designed infrastructure.
-    Ensure data and configuration backed up and secured, especially on the GGateway productive Servers and Files Servers. Conduct interim testing of the back-up systems to ensure data can be successfully retrieved. This data will be critical for the business continuity plan. In the event of a failed production system, it will be needed to successfully implement restoration for the disaster recovery situation.
-    Provide technical and operational advice and assistance to staff on information systems as necessary, including all the GGateway systems. Be responsible for providing client assurance on technical standards and technical risk relating to the Enterprise’s environment and operations.
-    Secure network by developing network access, monitoring, control, and evaluation; maintain documentation. Protect systems by defining access privileges, control structures, and regular Anti-Virus and Network firewall Protection update. Monitor and maintain servers, on a regular basis, to ensure system security and minimize loss of services; ensuring that the file servers and the print servers are available and working to optimum efficiency.

Academic and Professional Qualifications:

Academic and Professional Qualifications: University degree in Computer Engineering, Telecommunication Engineering, Information Technology, Computer Science or equivalent with focused experience in ICT architecture, hardware, troubleshooting and network configuration, development and support. 

Professional Experience:

-    At least five years’ experience in setting and managing ICT environment, system, and networks on organizational level.
-    Deep experience in both hardware and software requirements in local area networking (LAN); Exclusive knowledge of Internet, proxy, and TCPIP settings, windows applications.
-     Experience for upright maintenance of all the Internet account, logins and account status; Ability to troubleshoot, plan and design low maintenance systems.
-    Ability to trouble-shoot and maintain both wireless and cable connections.
-    Proven experience in Microsoft Windows Server products (2008, 2012), and related technologies such as backup systems, email systems, virus protection, desktop operating systems, etc.
-    Proven experience in administering SQL and related Database Servers and troubleshooting centralized network infrastructure such as routers, hubs, switches, etc.
-    Detailed theoretical and practical knowledge of IP protocols, firewalls, and routers.

Language:  good level of English and Arabic.

Professional Competencies

ICTO is expected to work with a high level of professional standards and commitment in favour of the Enterprise’s beneficiaries in order to demonstrate dedication to the success of Gaza’s ICT graduates. To succeed, ICTO must have the following competencies:

-    User support and problem solving skills, working on-site with customers.
-    Capability to weigh business needs against security concerns.
-    Deep understanding, follow-up and implementation of the existing policies on ICT equipment use and best practices.
-    Ability to perform effectively with accuracy in line with the Enterprise’s policies.
-    Demonstrated attention to detail, ability to follow procedures.
-    Ability to meet the deadlines and work independently and cooperatively with the team members.

Desirable Qualifications

-    International certificates in networks and technical support (Comptia A+, Network+, MCITP, MCDBA etc.);
-    On-site training and experience in setting ICT environment for ICT companies;
-    Understanding of confidentiality, integrity and system’s availability as well as disaster recovery, business continuity, user authentication and authorization.
