TERMS OF REFERENCE
ICT Services for Handicap International Gaza Office
CONTEXT & SCOPE
Handicap International (HI) is an independent international solidarity organization which works in situations of poverty or exclusion, conflict and natural disasters. Working alongside people with disabilities and people in vulnerable situations, the association takes action and speaks out in order to meet their essential needs and improve their living conditions. Since its creation, this international solidarity organization has set up development programs in over 60 countries and works in various emergency contexts.
DESCRIPTION OF THE REQUIRED SERVICE
HI requires ICT Services Company aiming at the acquisition of services for the user support, the technical assistance and other ICT administrative support for the needs of the HI Gaza Office.
The ICT services should include the following:
-Provide onsite maintenance service to all computers, monitors, laptops, and any other ICT equipment in HI Gaza office, in respect of hardware/software problems/failure as and when necessary.
-Configure and deploy office computers and laptops.
-Install, troubleshoot, repair, update and maintain computers software and hardware & operating systems and user applications.
-Provide needed maintenance service to all office printers, scanners, UPSs, faxes, attendance machine, and network devices (Switches, routers, access points) as and when necessary.
-Manage the network printers, scanners, and "all-in-one" devices
This contract will cover all labor charges to fix the problem, technical support, and to replace the parts damaged/broken/out of order.
HI will pay for spare parts if any, after receiving an official price offer from the company.
-Conduct a Monthly regular & upon need check for all laptops and desktops and ensure that all laptops and desktop are up to date in terms of windows and antivirus definitions updates.
-Apply the needed security patches and updates on all computers as needed.
-Supply and install all needed software required by HI (HI will pay for the price of the software license if needed)
-Support the Logistics Assistant in regular monthly backups for the data of all users, as well as possible restoration of user and office data, as requested.
-Advice staff on ICT-related inquires and recommendations.
-The company should coordinate with the Logistic Assistant after getting approval from Support Services Manager for any required maintenance
-The company will use local support account on all computers/laptops to provide the needed ICT support, and the active directory admin account will not be shared.
-The company should provide monthly report for all ICT related issues and intervention.
SERVICE DURATION AND LOCATION
Delivery of services will take place in Gaza Office on normal working hours from Sunday to Thursday between 08:00 am to 05:00 pm
The duration of the contract is for one year; possibility of extension for another year, subject to the agreement of both parties & fund availability.
BUDGET
Companies are requested to provide a proposal including price quotation for the services requested fitting with the below criteria:
All proposals including price quote shall be in English and in ILS currency.
Price quote shall be inclusive of VAT, signed and stamped.
Delivery timeframe & payment terms shall be clear and mentioned in the quote
The advertisement fees for this assignment shall be included in the final selected companys price quotation.
QUALIFICATIONS OF CONSULTANT
The company should have the following skills and qualifications:
Officially registered as ICT Company.
Minimum 10 years experience related to ICT, data management/database development and archiving.
Excellent communication and writing skills
Good English and Arabic language skills, written and spoken
Excellent ability to work under pressure and meet prescribed deadlines.
