Tiri – Making Integrity Work is looking for an organised, enthusiastic person to work as a Programme Co-ordinator (PC) in our small but busy Jerusalem-based office, for our Global Integrity Education (IEN) programme. You would be the administrative and logistical staff person who coordinates grants, donors, academics, field staff/consultants and partner institutions to strengthen IEN’s networks, with primary responsibility for the Europe and Central Asia (ECA) region (50%). The Programme Coordinator also provides general administration and logistical support (50%) to the Programme Managers for the Arab World, Integrity Summer School (ISS), and to the Programme Director.
IEN is currently active with its other projects in Africa, the Arab World, China, Eastern/Central Europe and Central Asia, and Indonesia.
The IEN programme staff in Jerusalem serve as a resource base for the regional networks, and work to bring together best practices, materials and trainers in order to provide high-quality support, educational resources and training to our partners around the developing world.

Responsibilities:
The Programme Co-ordinator will contribute to the work of IEN through leading on administrative and logistical matters. Based in its office in Jerusalem, key tasks of this position will include:
Network coordinating and strengthening:
a)Maintain on-going contact with partner institutions, academics and donors including administrative and financial monitoring and support of field staff / consultants.
b)Support the other programme staff with administrative, financial and logistical support of all IEN activities, to ensure impact and efficiency.
c)Assist in the preparation and revision of work plans and support monitoring and evaluation activities to ensure compliance with work plans, expected results and deadlines.
d)Conduct research on issues related to IEN’s projects, particularly in the ECA region and for Global IEN activities.
e)Assist in the preparation of grant proposals and reports, internal and external.
f)Work together with Tiri staff outside of IEN to maximize collaboration and effectiveness with other Tiri programmes.
g)Some of the work will require communicating and working with documents in Russian and/or English.
Administrative tasks
a)Assist in preparation and implementation of budgets including processing and tracking payments, gathering and filing documentation and correspondence, including using Tiri’s Grants Management System
b)Develop and maintain the internal filing system for IEN including updating grant files; drafting letters of commitment and contracts; verification and timely follow-up and tracking of all office-related payment requests.
c)Provide administrative and research support to the other programme staff.
Reporting and Evaluation
a)Assist in compilation of annual, quarterly and monthly reports to donors and Tiri’s senior management team.
b)Assist the other programme staff in their responsibilities in action learning and monitoring and evaluation of programmes.
Other projects and tasks
a)Under the guidance of the Programme Director, helps to conceptualise, plan and implement projects and tasks such as coordinating meetings, contributing to online learning, documenting best practices in events planning, conducting background research on regions/cultures, etc. as needed.
Qualifications:
-A university degree preferably in political science, international relations, public policy or related field.
-Experience in the fields of democracy, governance reform, anti-corruption, civics education and human rights is an asset.
-Professionalism and professional competence including attention to detail.
-Administrative and logistical skills, including the use of web-based tools.
-Strong numeracy skills, including use of financial tools such as Excel and databases.
-Flexibility and adaptability with a positive attitude.
-Good written and oral communication skills, with good knowledge of Microsoft Office, as well as good interpersonal skills.
-Ability to work in a multicultural environment.
-Ability to work under pressure on various concurrent assignments with changing priorities.
-Fluency in written and spoken Russian and English. Knowledge of Arabic is an advantage.
