OBJECTIVE OF THE POSITION:

Under the responsibility of the Technical Head of Program of the Regional Program (MASHRIQ), the Inclusive Education Specialist contributes within the 5 countries of the program to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion in the field of Inclusive Education.

HI currently implements inclusive education projects in Jordan, Lebanon and Palestine, while seeking to develop interventions in Egypt and possibly in Iraq.

Responsibilities:

The main goals of the position are:

  • Expertise: bring multi-country technical expertise in each project he/she will work. Guide and define technical standards based on international guidelines, HI policy paper on IE and technical divisions’ strategies (STRATECH). Ensure relevance of technical practices in project under implementation, design stage of new projects and strategy development. He/she will also have the objective to harmonize practices within the region facilitating exchanges, lessons learnt and support between projects and professionals, and potential mutualisation of relevant HR (consultancies, training, etc). He/she will also lead or support the development of technical documents and tools on IE and support researches. He/she will also have the objective to promote and contribute to inter-sectorial activities. He/she will also contribute to mainstream HI Disability, Gender, Age Policy and protection principles in Inclusive Education projects.
  • Influence: create effective network with other technical actors in the region and support missions to foster partnerships.
  • Business Development: be up-to date on the last international practices and directions and opportunities in the area of IE. Use this knowledge to guide the regional programme towards new and more relevant and efficient technical programming (locally and regionally). Ensure relevance of technical practices at project design stage and on strategy development.

Mission 1: Expertise on Inclusive Education

  • Contributes to the regional strategies in line with the global strategies
  • Ensures technical support to projects and project teams in line with the global technical frameworks and standards in the scope of Inclusive Education
  • Ensures technical learning from projects
  • Ensures the control & monitoring of the technical quality and the relevance of HI’s activities in the Programmes
  • Ensures compliance of the technical proposition with nexus stakes (the bridge between the development and humanitarian contexts) and ensure link to Local/National education legislation as appropriate, check the sustainability of activities, work on a transition strategy and align with INEE recommendations
  • Contributes to the development of research and innovation projects in the region when relevant, in his/her sectorial scope (i.e. IE)
  • Contributes to the Technical Divisions development and dissemination of the “professional channel“ on inclusive education which is about competencies and expertise

Mission 2. Influence

  • Contributes to the local external prestige and influence of HI’s expertise in Inclusive Education
  • Represents the technical expertise of HI throughout the local relevant networks in IE especially education coordination meetings including Education Working Groups et Education Cluster(s).
  • Contributes to advocacy on specific themes in line with the global advocacy priorities
  • Contributes to communication messages locally in line with the global communication priorities
  • Support the good relationships with local/national education authorities (as relevant) and/or camps authorities (including UNHCR)

Mission 3. Business development

  • Ensures and supports the development of major opportunities or new projects in the region alongside other team members
  • Contributes to the context analysis in the scope of IE
  • Contributes to the design and writing of new projects in the region and when asked in other countries within the Geographic Division
  • Identifies & transforms major opportunities in the region, Keep a watch on ECW opportunities (FER, MYRP and AF), ECHO and ad hoc UNICEF calls under his scope
  • Contributes to the development of major projects (multiple countries, one theme) or of new projects in the region
  • Identifies & develops local partnerships and/or consortium with NGOs, Institutions, or other organisations on technical priorities linked to inclusive education or important topics in the region (e.g. inclusive education in emergencies)

Job Requirements
  • Master’s degree in Inclusive or special needs services a/ education, education in emergency
  • Minimum 5 years’ experience in international development, in emergency and post crisis environments, in technical positions
  • Expertise in primary/secondary education, early childhood, education and international development, planning, curriculum, pedagogy, psychology of education or equivalent), Teaching degree
  • Master the disability definition, frameworks, main international guidance and tools
  • Good understanding of multisectoral approach in EIE (education, protection, MHPSS/SEL, WASH in school, etc.)
