Overview

The objective of the Land Administration Project II (LAP II) is to support improvements in the design and implementation of the land registration system. LAP II will contribute to institutional strengthening of the Palestinian Land Authority (PLA) as well as the modernization of the PLA offices through the improvements to the Computerized Land Registration System used in Ramallah. The project is funded jointly by the World Bank and Ministry of Foreign Affairs, Finland.

Qualifications and Practical Experience Requirements

The assignment will be conducted by an individual Consultant, in very close cooperation with the TA IT advisor, Data model Consultant, Land Registration, IT Survey.and Settlement Directorates. The following qualifications, skills and expertise are required:
-University degree in Computer science, Information systems or Geomatics
-Minimum of 3 years working experience in business process modelling and reengineering, preferably for Land registry, Cadastre and mapping institutions.
-Strong skills and proven expertise in BPMN[1] and UML[2] (including Activity diagrams and Use case diagrams)
-Strong skills and proven experience in developing functional and non-functional specifications for Land registry, Cadastre and mapping information systems
-Good communication skills and ability for teamwork  
-Very good knowledge of English

Start date:September 1, 2013
End date:November  30, 2013

Scope of work:
-Review and analysis of the current model of land registration by the Registration, Settlement, Survey and IT Directorates of the PLA
-Determine the suitable business model.
-Use the adopted modelling approach to capture functional, static and dynamic apects of the future model adopting a the CLRS as the sole registration system
-Verify the model, present results
 
Deliverables:
-PLA Registration, Settlement and IT Directorate  BPM
-Sporadic and systematic Land Registration business process reengineering
-Reengineered Land Registry BPM – OMG BPMN or UML Activity diagrams
-Business rules
-PLA Survey Directorate  BPM
-Cadastre mapping business process reengineering
-Reengineered Cadastre mapping BPM –  OMG BPMN or UML Activity diagrams
-Identification and description of business rules
-IT Directorates’s CLRS functional specifications including integration with CMS – UML Use case diagrams
-CMS functional specifications including integration with CLRS – UML Use case diagrams
-Final presentation
