Overview
The objective of the Land Administration Project II (LAP II) is to support improvements in the design and implementation of the land registration system. LAP II will contribute to institutional strengthening of the Palestinian Land Authority (PLA) as well as the modernization of the PLA offices through the improvements to the Computerized Land Registration System used in Ramallah. The project is funded jointly by the World Bank and Ministry of Foreign Affairs, Finland.
1-Qualifications and Practical Experience Requirements
The assignment will be conducted by an individual Consultant, in close cooperation with the project international IT staff and IT and Survey Directorates of the PLA. The following qualifications, skills and expertise are required:
-University degree in Computer science, Information systems or Geomatics
-Minimum of 3 years working experience in data modelling and quality assurance, preferably for Land registry, Cadastre and mapping institutions.
-Strong skills and proven expertise in UML[1], OCL[2], GIS and BPM
-Strong skills and proven experience in relevant international standards:
-ISO/TS 19103 Geographic information — Conceptual schema language
-ISO 19107 Geographic information — Spatial schema
-ISO 19109 Geographic information — Rules for application schema
-ISO 19110 Geographic Information — Methodology for feature cataloguing
-ISO 19108 Geographic information — Temporal schema
-ISO 19152 Geographic information — Land Administration Domain Model
-ISO 19136 Geographic information — Geography Markup Language
-ISO 19113 Geographic information — Quality principles
-ISO 19108 Geographic information — Quality evaluation procedures
–-Good communication skills and ability for teamwork
-Very good knowledge of English

Scope of work:
-Review and analyse current land registration procedures and data used by the Registration, Settlement, Survey and IT Directorates of the PLA
-Determine a suitable data model for the CLRS and CMS
-Review current mapping procedures used by the Survey Directorate
-Determine a suitable Cadastre Mapping Data model
-Review and analyse current Quality Assurance procedures used by the Registration, Settlement, Survey and IT Directorates of the PLA
-Determine suitable QC procedures based on ISO standards
-Determined suitable data exchange format
-Verify models, present results
3-Deliverables:
-PLA Land Registry data model
-UML Class diagrams with OCL constraints
-PLA Cadastre Mapping data model
-UML application schema – UML Class diagrams with OCL constraints
-Feature catalogue – attributes, associations and operations conformance class
-Data exchange format specification
-GML[3] Schema in the case of GML data exchange format
-QA/QC procedures including BPMN or UML Use activity diagrams
-Final presentation
