“Technical Audit & Usability Assessment for Infrastructure Sub-Projects / West Bank”

The Palestine Liberation Organization, for the benefit of the Palestinian Authority (PA), has received a financing in the amount of US$ 43.0 Million from several donors including the World Bank-International Development Association (IDA), AFD, Belgium, Denmark, SIDA, GIZ and KFW towards the cost of the 1st cycle of Municipal Development Program - phase 1 (MDP-I). Additional financial contribution in the amount of US$ 41.0 Million was also committed from the funding partners for the 2nd cycle of the MDP-I, which has started in the beginning of 2012.
The MDP is designed to contribute to the larger PRDP goal of strengthening local governments by enhancing their efficiency and effectiveness in managing their municipal affairs by moving them over the longer-term towards fiscal stability. The MDP is a multi-phase national program; the first phase will span over a three years period from 2010 to 2013 targeting all 134 municipalities and will provide municipalities with a combination of technical assistance and annual performance-based grants for priority sub-projects that would improve municipal service delivery.
The Municipal Development and Lending Fund (MDLF), as the delegated implementation agency, intends to use part of the Grant to hire an individual consultant, to conduct the technical audit and usability assessment of a sample of MDP- infrastructure sub-projects in the West Bank.
Assignment Objectives:
The technical audit includesthe revision and assessment of the processes and the manner, inwhich the subprojects were implemented, norms, specifications, construction quality, physical status and functionality of the subprojects.
The Municipal Development and Lending Fund now invite eligible individual consultants to indicate their interest in providing the Services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The consultant should have the following skills and qualifications:
-Advanced Degree in civil engineering.
-At least 10 years working experience in design/construction of related eligiblesectors (roads, public facilities, water, wastewater, solid waste and electricity).
-Minimum 5years experience in evaluation studies and researches of demand driven community infrastructure sub-projects.
-Minimum 3 years experience in monitoring and evaluation, social survey and community development.
-Excellent communication and writing skills and critical thinking.
-Demonstrated ability to approach complex problems and successfully implement similar projects.
Individual Consultants will be selected in accordance with the procedures set out in the MDLF Procurement Manual which is based on the World Bank’s Guidelines: Selection and Employment of Consultants by the World Bank Borrowers, published in January 2011.
