Procurement Specialist

Background
The Palestine Liberation Organization, for the benefit of the Palestinian Authority has applied for
financing from the World Bank, International Development Association towards the cost of the Government Services for Business Development (the Project). The Project aims to improve MoNE’s
ability to deliver timely, efficient, and quality business development information and services to
citizens, including to MSMEs, women business owners and other marginalized groups, to facilitate
business start-up and development by a) establishing an institutional unit (Business Development
Unit) responsible for consolidating and disseminating analysis and information related to business
development and developing a Ministry-wide Business Development Strategy and Implementation
Plan; and b) by creating a Government-to-Business Platform (G2B) to provide high-quality services
and information to businesses.

The Ministry of National Economy (MoNE) is the implementing agency for this project. A Project
Implementation Unit (PIU) will be established within MoNE and will be composed of civil servants
and consultants in various fields to manage the overall implementation of the project. MoNE is considering the appointment of a qualified Procurement Specialist for the PIU.

Main tasks:
-Elaborating the Project Procurement Plan in consultation with the relevant MONE entities and
updating it on a periodic basis throughout project implementation to reflect actual project implementation requirements;
-Assisting in the preparation of consultants’ terms of reference, and administration of their contracts,
including processing contract amendments;
-Drafting bid notices and bidding documents/request for quotations for inviting and obtaining bids/quotations for Goods to be financed under the project;
-Drafting requests for expressions of interest and request for proposals (RFPs) for inviting and obtaining proposals for consultants services to be financed under the project;
-Participating in all steps of the procurement process for each contract starting with quotation/ bids and proposal opening, evaluation of quotations/bids/expressions of interest/proposals, preparing evaluation reports, contract negotiations, etc.;
-Preparing procurement reports showing the status of ongoing procurement, including a comparison of planned and actual dates of the procurement actions
-Working with MONE Procurement staff to enhance their capacities through on-the-job training to ensure they are capable of taking over full responsibility of the needed procurement implementation by the end of the project.

Key Qualifications:
-A Bachelors degree from an accredited university in Engineering, Marketing, Business Administration,
or another relevant field; in addition a master degree in a relevant field is considered desirable.
-At least 5 years of previous relevant experience in procurement of which at least 3 years of experience
in procurement following World Bank Procurement and Consultants Guidelines.
-Good knowledge of technical and operational aspects of procurement implementation
-Strong supervisory, interpersonal and staff support skills. Ability to motivate and lead employees and encourage decisions to be made within a team environment.
-Excellent communication and facilitation skills, fluency in English and excellent report writing.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines,
Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World
Bank Borrowers, published in January 2011 (“Consultant Guidelines”), setting forth the World Bank’s
policy on conflict of interest.

A Consultant will be selected in accordance with the Selection Based on the Individual Consultant
method set out in the Consultant Guidelines.
