Request for Technical Consultancy Service
Plastics Recycling Consultant-Gaza Strip
Mercy Corps (MC) is a nonprofit international relief and development organization working in 41 countries. Mercy Corps has had a presence in the West Bank and Gaza since the 1980s, helping Palestinians meet their immediate needs for survival and find durable solutions to chronic problems. With offices in East Jerusalem, Ramallah and Gaza City, Mercy Corps implements programs throughout the Palestinian territories.

MC is implementing an Economic Development project under the broader Palestinian Community Assistance Program (PCAP) funded by USAID.  PCAP’s Economic Development program works in several sectors of Gaza’s local economy, and assists young people to prepare for work. Under the PCAP, MC will carry out supply-chain interventions in the BeitLahiya and Tal el Hawa neighborhoods.  The interventions will include public and health awareness of recycling as an environmental good and as a source of income, and assistance to street collection businesses.  Additionally, PCAP will work with the owners of intermediary collection and manufacturing businesses, to introduce international knowledge and grow the market share of recycled goods.

MC seeks the services of an Individual Consultantin the Gaza Strip to carry out the following services:
1-Support the intervention with research on international recycling practice and relevant models.
2-Provide specific information inputs for public awareness, recycling practice, and manufacturing growth.
3-Inform and carry out advocacy training, so that public awareness of recycling is sustained by the industry which benefits from increased public commitment to recycling.
4-Provide technical assistant for businesses working in recycled plastic

Qualification and Experience of the required consultant:
-University degree in planning or environmental sciences.
-Local and regional / international knowledge and experience of recycling issues and advocacy.
-Knowledge of Gaza’s Solid Waste Management Strategy and its principal stakeholders.
-Experience in relevant training design and delivery.

The total anticipated implementation/delivery is four months starting January, 2012.

TOR: can be picked up at Mercy Corps Gaza Office, 2nd Floor, Abu Ghalioun Building during normal working hours; from Monday 26 December 2011during official working hours. Normal working hours are 8:00 am to 4:00 pm, Sunday to Thursday.

Submission:Technical and financial proposals along with the TOR should be submitted in a sealed envelope provided by Mercy Corps, addressed to:
