Individual Local Q-GIS Expert
The aim of this assignment is to contract Individual Local Q-GIS Expert to build up a Q-GIS portal/system for both Qalqilia and Salfeet municipalities.
Under the supervision and directions of VNGi project manager based in Ramallah office and VNGi international experts in the Hague and in realization of the aim of the assignment, the local Q-GIS expert shall perform the following tasks during the course of the assignment:
- Desk review and analysis of the collected data
- Grasp knowledge of current municipal processes and workflow in the field of property data administration.
- Development of data linkages between GIS layers’ data.
- Building up the Q-GIS portal
- Development of technical manuals.
- Deliver technical training to the municipality’s programmers/software developers on the developed portal/system.
- Develop user manual for the developed portal/system
- Implementation of existing and new processes in collaboration with local and international teams
- Submit and report regularly to the resident project manager as requested per the assignment needs
- Participate in VNGi technical meetings as per the requests of the resident project manager
- The Q-GIS expert will be based at the premises of the municipality

The local Q-GIS expert should have the following minimum qualifications:
- Minimum of 5 years of experience with Q-GIS
- Minimum of a bachelor’s degree in Software Development, with advanced courses in GIS.
- Ability to effectively configure data
- At least 1 year of experience with extending the Q-GIS platform using the toolkit and using Python
- Familiarity with GIS data automation or scripting tools is highly preferable.
- Good understanding of Database structures
- Detail-oriented and analytical thinker
- Ability to process and analyze data
- Strong team player with the ability to adapt to diverse team members and willing to be part of an international team
- Experience with various technology methodologies and applications
- Excellent verbal and written communication skills with also a good understanding of the English language (speak, read, and write).
