JOB CONTEXT
THE ORGANISATION
With over 30 years of experience, Handicap International (HI) is an independent and impartial aid organization, currently active in 60 countries, working in situations of poverty and exclusion, conflict and disaster. It works alongside people with disabilities (PwDs) and vulnerable populations, taking action and bearing witness in order to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.
HI has been present in the Middle East since 1987 and currently operates in Egypt, Iraq, Lebanon, Jordan and Palestine, with a regional office based in Amman, Jordan, and field offices in each country. In Palestine, HI has been active since 1996 and works in both Gaza and West Bank, Handicap International expanded its intervention through several projects funded by the European Commission (EC), the Ministry of Foreign Affairs of Luxembourg (MOFA Lux), the Canada Department of Foreign Affairs Trade and Development (DFATD), and the French Development Agency (AFD). It employs more than 50 nationals and 5 international staff, divided in 3 offices (Jerusalem, Ramallah and Gaza).
OBJECTIVE OF THE POSITION
Under the line management of the Gaza Field Coordinator and reporting to the Head of Mission, the ICT Officer is mainly in charge of ensuring the mission’s data management, software management, hardware management, and is expected to act as a focal point for all ICT related issues within the mission.

DESCRIPTION OF RESPONSIBILITIES
The ICT Officer will be expected to undertake the following tasks:
Responsibility 1: Database and software management
Aim: The mission is equipped with secured and reliable data management providing timely information / reports
Tasks:
-Ensure the creation and management of databases, according to the questionnaires designed and requirements, in the most relevant software
-Supervise all tasks related to data entry, from the identification of encoders, the cleaning of data, to the extraction of the data to the required format
-Provide database-related training, as needed, to staff
-Act as the focal point for all issues related to data management
-Identify issues, solutions, and potential improvements or innovations for HI’s database systems and software
-Train and advice staff on the use of Microsoft Windows and Microsoft Office
-Responsible for the installation of software on HI’s computers
-Ensure respect of IT procedures and contribute to their development
Responsibility 2: Hardware management
Aim: IT equipment of the mission is well managed and maintained according to HI standards
Tasks:
-Ensure regular scheduled maintenance of the mission IT equipment (laptops, desktops, printers, phones…)
-Provide advice on the selection of IT products prior to their purchase, and suggest technical choice for equipment (selection of laptop brand and model…)
-Maintain the mission server(s) and manage list of authorized access
Responsibility 3: Tools, mapping and info graphics
Aim: The mission improves its production of reports and documents for external publication
Tasks:
-Stay aware of new tools that could be relevant to be used within the mission (with a preference for open-source software)
-Explore possibilities of producing relevant maps to capture the organization’s presence and activities in the country
-Explore the potential use of relevant info graphics to better capture and communicate on the organization’s projects in the country
Other Duties:
-Perform other duties / activities as requested by Field Coordinator and/or Head of Mission
-Potentially support the regional office on ICT topics
-Develop network among IT staff of other INGOs
REQUIRED PROFILE
-The position is based in Gaza.
-University degree in computer science, IT or relevant field required
-At least 3 years of experience in the sector, preferably for INGOs / humanitarian work
-Fluency in Arabic and English
-Outstanding computer skills in both soft and hardware
-Outstanding skills in database management (Excel, Access or any other relevant software)
-Self-motivated, responsible and punctual
-Ability to prioritize tasks and organize work
-Ability to transfer knowledge and provide training
-Ability to travel between the mission sites ( Gaza, Ramallah & Jerusalem)
CONTRACT CONDITIONS
Duration of Contract: 12 months
Expected Start date: March 2016
