In Palestine, NRC provides humanitarian assistance and promotes respect for international law in one of the longest-running displacement crises in modern history. In the West Bank, including East Jerusalem, and Gaza, NRC’s work includes emergency preparedness and response, education, ICLA, protection, shelter, and WASH.

Role and Responsibilities

The purpose of the Information Counselling and Legal Assistance (ICLA) Project Assistant position is the day-to-day implementation of the ICLA Programme activities in the Gaza Strip\ Area office.

Responsibilities

Generic Responsibilities:

1.  Adhere to NRC policies, tools, handbooks and guidelines. 

2. Implement delegated and assigned tasks and activities according to plan of action 

3. Ensure proper filing of documents. 

4. Prepare and develop progress reports as required by project management. 

5. Ensure that projects target beneficiaries most in need and explore and assess new and better ways to assist. 

6. Promote the rights of beneficiaries in line with the advocacy and ICLA strategies. 

7. Promote and share ideas for technical improvement. 

8. Contribute to the implementation of Safe and Inclusive Programming Minimum Standards across area of responsibility. 

Specific responsibilities 

  • Facilitating the provision of basic information sessions about the rights and entitlements of beneficiaries and introducing the ICLA programme through mobile visits and outreach activities.
  • Supporting and mobilizing beneficiaries for information and counselling with ICLA lawyers and contingent workers.
  • Receive the counselling and legal cases after holding group information sessions and refer these cases to ICLA contingent workers by ICLA database.
  • Provide support to ICLA contingent workers in the process of preparation of the necessary documentation and follow up on cases with relevant administrative institutions.
  • Undertaking regular monitoring and evaluation of ICLA activities, including those conducted by ICLA contingent workers, reviewing their monthly progress reports on activities, and highlighting any technical or operational successes and challenges.
  • input and update beneficiary data into ICLA's case management tools, and periodically disaggregate and analyze data gathered during legal assistance activities in order to identify trends.
  • Compiling narrative and statistical reports in the respective formats including collection and processing of ICLA data and ensuring regular monitoring and check-up of the data entered with actual reports.
  • Ensuring proper documentation and filing of documents (preparation of PRs, movements, payments, invoices, monthly reports).
  • Adhere to ICLA policies, project descriptions, work plans, budgets and procurement plans.
  • Adhere to NRC's Human Resource, Financial, Logistics & Security policies and procedures, and coordinate with these departments to ensure timely implementation of ICLA activities.
  • Any other task relevant to the position as requested by the line manager.

Job Requirements

Our Ideal Candidate must have: 

Generic professional competencies:

  • Experience of working in a humanitarian/recovery context essential 
  • Experience of working as a practicing lawyer preferred 
  • Previous experience of working in complex and volatile contexts 
  • Documented results related to the position’s responsibilities 
  • Fluency in written and spoken Arabic is essential; fluency in written and spoken English is preferred 

Context/specific skills, knowledge and experience:

  • A University degree in the field of law or other relevant degree. 
  • Palestinian Bar Association preferred. 
  • Minimum of 2 years’ experience in civil law matters including in housing, land and property and civil documentation issues, and employment laws, procedures and practices operative in Palestinian Law and/or protection experience, preferably in a humanitarian/ recovery context. 
  • Computer skills, especially in Word, Excel, PowerPoint and Outlook. 
  • Proven skills and experience in report writing, and representing an organization in public forums preferred 
  • Strong communication, interpersonal, analytical and negotiation skills. 
  • Ability to prioritize responsibilities, carry out multiple tasks simultaneously, and meet deadlines. 
  • Experience in delivering training or information sessions.

Additional Information:

Contract duration: 12 Months

Working hours: 40 hours/week, Sun-Thu (5 days per week)

Salary/benefits: According to NRC’s salary scale and terms and conditions

Duty station: Gaza (open to Gaza strip residents only)
