Information Management Manager

GENERAL OBJECTIVES
- Synthesize data management flow and support with creation of data and information management SOPs as needed.
- Manage IM & Data Base teams and oversee base IM functions and activities.
- Ensure a functioning data management system (DMS) and capacity building of relevant staff to manage identification, response and monitoring data generated by the project and MEAL teams.
- Ensure timely, systematized, recurrent data reports are produced to support project teams.
- Data Security and Risk Management.
KEY ACTIVITIES
Objective 1: Synthesize data management flow and support with creation of data and information management SOPs as needed
- Work closely with and support MEAL&IM Coordinator to develop/streamline/harmonize mission data management platform/environment.
- Work closely with and support MEAL&IM Coordinator to develop/streamline/harmonize mission Beneficiary Information System.
- Ensure data systems are integrated, scalable, and support organizational needs.
- Ensure the maintenance, update, and functionality of the mission data management systems.
- Work closely with and support MEAL&IM Coordinator to synthesize data management flow and support with creation of data and information management SOPs as needed.
Objective 2: Manage IM& Data Base teams and oversee base IM functions and activities
- Manage IM teams in Hebron and Gaza bases.
- Support IM Specialists at base level in creating and editing protocols for the collection, synthesis, and archiving of data.
- Systematize, correct, and digitize the data collected from the bases according to set SOPs.
- Support in training teams on standard operating procedures for data management.
- overview of the data gathering cycle (qualitative and quantitative) and ensure a systematized, correct and timely computerization of compiled data.
- Regularly follow-up with technical teams regarding data collection timeline and use.
- Ensure internal compliance to drafted data and information management SOPs.
Objective 3: Ensure a functioning data management system (DMS) and capacity building of relevant staff to manage identification, response and monitoring data generated by the project and MEAL teams
- Develop and manage a Common Operational Dataset (COD) for AAH OPT mission through existing platforms such as Azure, Kobo (ODK), etc.
- Develop and finalize IM tools and templates, under the supervision of the MEAL&IM Coordinator.
- Configure DMS to reflect shifting programmatic needs.
- Conduct regular data quality checks on compiled data.
- Facilitate training sessions on how to use the DMS with all relevant internal staff.
- Strategize for how to optimize the DMS for continual improvement.
Objective 4: Ensure timely, systematized, recurrent data reports are produced to support project and advocacy teams as needed
- Consolidate identification and response data for output reporting; conduct data analysis on collected data as needed.
- Facilitate the access to key information on OPT to relevant project managers and donors.
- Engage in the analysis of the humanitarian needs and evolution of the context in the areas of intervention.
- Contribute to lessons learnt on Action Against Hunger operations, as required.
- Draft briefing notes and context updates, as required.
- Action Against Hunger employees will show commitment to human rights principles, gender equality and a non-discrimination approach in all their work.
- Support MEAL&IM Coordinator in producing project capitalization products.
- Create data visualizations through GIS and PowerBI software as needed for advocacy or program use.
- Maintain and update data visualizations as needed.
Objective 5: Data Security and Risk Management
- Monitor and ensure compliance with relevant data protection regulations.
- Implement and enforce data privacy and security policies to protect sensitive information.
- Conduct regular reviews and audits to ensure compliance with regulatory requirements.
- Develop and implement data security measures to protect data from unauthorized access or breaches.
- Conduct risk assessments and develop mitigation strategies for data-related risks.
- Monitor and respond to data incidents and security breaches.
PROFILE REQUIREMENTS:

- BA or Master’s degree in computer science or information management and systems and any other related field.
- Strong analytical and writing skills.
- Well-versed in developing and managing the implementation of information dissemination strategies, including data management systems (UX and UI).
- In-depth understanding of standard information management systems protocol and best practices.
- Relevant certifications in data management, data governance, or information security (e.g., CDMP, CIPP, CISM) are a plus.
- Understanding MEAL in INGO setting is a plus.
- At least 5 years of relevant professional experience (required).
- Experience with creating and handling sensitive and complex data management processes (required)
- Experience developing SOPs for data and information management and providing trainings (required)
- Experience in developing organization processes in a multi-layered organization (desired)
- Experience working in a humanitarian organization (strongly desired).
- Advanced Excel Skills – ability to use PowerQuery and PowerM language (required).
- Experience using PowerBI program (required), GIS (required).
- ODK software management (required).
- Familiarity with MySQL and C#.
- Familiarity with Microsoft Azure cloud platform.
- Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality.
