Location: Ramallah with travels to Hebron and Tubas

Job Title: Information Management Officer (IM)

Languages required: Arabic and English

Details of the offer:

1 year contract (3 months trial period) starting from September 2018

Interviews will be conducted in the week of the 6 August

Main tasks and Responsibilities

The IM officer main functions are related to: support the work of the GVC through the management and facilitation of information collection and sharing and the management and maintenance of GVC communication tools.

Specific responsibilities:

Under direct supervision of the Country Representative, performs a variety of functions and tasks in close collaboration with the Emergency and Development (Sector) Coordinators and HQ Communication office:

Strategic:

  • Elaborate, supervise and implement GVC IT strategic goals and create related plans to achieve them to develop IT infrastructure in GVC Palestine Hardware / software.
  • Constantly improve and provide recommendations for consistent quality of GVC managed online platforms, in order to make data easily accessible to users and maintain friendly interfaces.

IT management and development:

  • Overall in charge of GVC IT systems;
  • Assesses and approves of any procurement of IT related equipment including providing technical specifications and making recommendations to the Admin & Logistics team for purchases;
  • Responsible for the availability of services & servers in the network including domain controller, applications server, firewall and Internet as a resource.
  • In charge of all GVC branches IT systems and equipment’s in Tubas, Hebron and Gaza.
  • Ensures that the IT equipment are functioning properly and conducts pre- and post-tests of IT-equipment that are out-sourced for maintenance.
  • Conduct IT induction to all new staff including visiting staff, others.
  • Responsible for system and databases backup’s procedures and make sure it’s running and reliable. And restoring systems if any failure occurred
  • Elaborate proper procedures and tools, along with the specific coaching of appointed staff, to assure the consistency between the data collection methods and the final analysis objectives of GVC and projects implemented.
  • Executing issues as escalated by the IT assistant and making determination for next cause of action
  • Representing IT in program meetings and attending related workshops that add value to the organization
  • Manages and in collaboration with Admin department, updates IT equipment register
  • Manage and supervise the use and allocation of any IT hardware, including the tablets for data collection in the field.
  • Support with required updated data, the Communication and Advocacy Officer, the Country Director, the Sector Coordinators and any other relevant staff in the preparation of external reports or outreach products
  • Performs other related tasks as required.

Software Development:

  • Collect Software Requirements from stakeholders
  • Design and Implement surveys using Open Data Kit (ODK)
  • Integrate Open Data Kit (ODK) with the local hosted database.
  • Providing the project managers with needed support regarding collecting data (building ODK surveys) and program and develop tools for calculate and visualize projects data and indicators.
  • Do required maintenance and follow up production web application developed using grails , Postgres DB , JQuery JavaScript and some of them developed using C# ASP.net applications.
  • Do required maintenance and new modifications on GVC dashboard. Developed using grails, Postgres DB, JQuery JavaScript.
  • Follow up, approve and make required operations on yearly data updates on GVC dashboard by social workers in GVC and other partners.
  • Develop reusable software web applications required by sector coordinators or project managers.
  • Design and integrate interactive web maps using Google and Open Street Maps. This includes showing information on the maps.
  • Design and develop graphs and reports. Preferred technologies include HighCharts.

 

Network and System Administration:

  • Ensures the availability of services & servers in the network including domain controller, applications server and Internet as a resource.
  • Provide GVC employees with needed technical supports.
  • Manages and in collaboration with Admin department, updates IT equipment register
  • Maintain and manage file server sharing system internally in GVC Ramallah office and among tubas, Hebron and Gaza branches. And develop producers to integrate it with local file servers.
  • Maintain GVC firewall and make sure it updated and configure VPNs connections to GVC managers and employees in other branches.
  • Performs other related tasks as required.

Job Requirements

Required Skills and qualifications:

  • Bachelor's degree in Computer Systems Engineering, Computer Science, or any equivalent degree.
  • At least 3 years’ experience in similar position.
  • Experience in database structuring and normalization and building database filling tools.
  • Familiar with Design and Implement surveys using Open Data Kit (ODK) and Integrate ODK data with other local databases.
  • Concrete experience in object oriented programming.
  • HTML/HTML5, CSS, JQUERY, JavaScript and Ajax.
  • Familiar with Asp.Net C#.
  • Familiar with Grails programming language.
  • Familiar with ORM and databases engines and SQL query languages
  • Knowledge in network and system administration.
  • Excellent troubleshooting and debugging skills.
  • Excellent presentation and communication skills (to both technical and non-technical audiences, written and verbal).
  • Self-management and strong organization skills.
  • Excellent proficiency in spoken and written English with strong interpersonal skills
