Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. RESPONSABILITIES AND TASKS

1. Development of PUI Information Management System

-          Support the DHoM (Deputy Head of Mission) in the design and implementation of a country-specific Information Management system to store, analyze and disseminate information based on PUI needs

-          Create computerized tools allowing faster M&E tracking and reporting and support the MEAL department in applying these new tools (also can apply for Programs to track project indicators)

-          Consider and implement new methods to improve database management at PUI Palestine, such as using online and offline databases to improve data management

-          Implement the PUI Information Management strategy, and more specifically ensure the  internal management of information, flows of information, Data Protection guidelines, and other operational requirements for the IM systems

-          Work closely with the MEAL Manager and Officer in WB and Gaza to ensure consistency and inter-operability between different datasets and sources

-          Support the implementation of a document management system for archiving project data and further develop learning system

-          Contribute to the IM plan for new projects, considering Best Practices in data management and ease-in-use for the MEAL and Program teams

-          Ensure data collected is well-organized and easily usable, e.g. clear and easily disaggregated into sex/gender, other required disaggregation – considering how the MEAL and Programs teams will need to analyze and report the data

-          Ensure all data collected is consolidated into one central database to be used by programs and MEAL staff effectively, e.g. for Case Management

-          Adapt the IM system(s) and strategy based on emerging needs and new programming requirements and indicators; and provide innovative ideas to ensure data collection and case management continues to be as efficient and smooth as possible

2. Assessments, Evaluations and Post Response Monitoring

-          Preparing the plan for the field visits (mainly post response monitoring) to be conducted during and after the project timeframe.

-          Assist when needed for the monitoring field visits for the south and middle of WB.

-          Participate in drafting the assessment/ evaluation forms, tools and databases.

-          Code and thoroughly test assessment tools for MEAL and Program teams into Kobo or other platform, following the mobile data collection process at PUI

-          Provide technical input for tool design in Kobo or other platform, such as form logic, relevancies, constraints, scoring formulas, etc.

-          Train staff and volunteers on mobile data collection technologies, e.g. tablets, and the form logics

-          Perform regular checks of the equipment and systems to ensure high quality data collection and management

-          Upload all forms for data collection to the Kobo or platform server

-          Review translations of data collection forms entirely, allowing the opportunity to review coherence in the questions, answers, skip logics, etc. and making final changes to the forms

-          Download data from the Kobo or platform server, do data cleaning, and share (and archive) the final – clean and compiled – data set with MEAL and Program staff

-          Be involved in the beneficiaries’ selection process.

-          Help monitor data for trends and patterns with the support of program management and MEAL Manager/Officer and share relevant key findings

-          Assist the M&E team in data analysis for Advocacy / Protection factsheets and situation report update, etc.

3. Data quality management

-          IM officer will work closely with the M&E manager on developing and following-up the feedback and response mechanism framework.

-          Receiving the calls and ensure documenting it on the feedback Log.

-          Conduct field visit when needed for specific complaints and feedback.

-          Develop associated data analysis, visualization and publication tools (Power BI – Arc-GIS) for internal and external publication

The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs.

PRIORITIES OF THE DEPARTMENT

  • Creation of a data management system at mission level
  • Implement an archiving policy in order to save and treat the mission data
  • Assist the M&E manager in creating the M&E plan, programmed Indicators References Sheet to monitor all projects
  • Development of assessments and data management tools used in both M&E department and operation department (Kobo, ODK)
  • Creation of mission databases and perform data extraction and manipulation
  • Develop and produce reporting tools (dashboards, Power BI, GIS, other annexes, etc.)

COORDINATION

  • Line Management: Deputy HoM
  • Substantial coordination with WB & GS Field Coordinators
  • External coordination with OCHA

Job Requirements

Mandatory requirements

  • Language skills: Good oral and written communication skills in both Arabic and English.
  • Education degree: University degree in computer science, information management, statistics, research methods, program assessment, IT or any related field with formal training in qualitative and quantitative analysis
  • Work experience: at least 3 years’ experience in comparable position
  • Knowledge and skills:

- Ability to formulate IM systems, technical requirements and operating procedures

- Experience in managing electronic data collection tools such as Kobo, ODK and coding form

- Knowledge of different monitoring tools (both quantitative and qualitative).

- Excellent computer literacy: POWER BI, Microsoft Application (Excel, Word, PowerPoint), Social Statistical command and experience with data collection processes.

- Good knowledge of MS-SQL server and sharepoint.

- Strong analytical and conceptual skills.

- GIS experience is an added value.
