The U.S. Consulate General in Jerusalem is seeking an individual for the position of Information Outreach Specialist in the Public Diplomacy Office.
BASIC FUNCTION OF POSITION
Under the direct supervision of the Assistant Information Officer (AIO) and general supervision of the Information Officer (IO), and with guidance from the Public Affairs Officer, the employee is responsible for Post’s outreach to individuals and institutions to cultivate favorable attitudes towards the United States, its policies and principles, specifically through social media outreach activities. Employee does this through meetings and outreach activities with Consulate contacts, USG exchange program nominees and alumni and with other Palestinian audiences as well as through the management/maintenance of the Consulate’s public social media sites, and distribution of State Department-produced electronic publications. Employee is primary back-up for all translation and media monitoring for the Press Team. Employee coordinates with the American Center in Jerusalem on information outreach opportunities. Employee is expected to work overtime and afterhours to update the Consulate’s websites and social media sites in addition to monitoring/reporting on Palestinian media and social media reactions.

QUALIFICATIONS REQUIRED
NOTE: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
1-Bachelor’s degree in a liberal arts field, communications or information management is required.
2-At least 3 years of progressively responsible experience in the information management field as a website designer and/or as a social media platform developer. In addition, progressively responsible experience in developing and implementing an outreach program/strategy on behalf of academia, non-governmental or international organizations, or in USG public diplomacy programs are required.
3-Level IV (Fluency) in Arabic and English, and Level II (Limited knowledge) in Hebrew are required. (Language proficiency will be tested.)
4-Advanced training and/or certification in computer application management or website
design is required.
5-Must have experience in developing, implementing and managing new media tools including Facebook, Twitter, Youtube as well as being able to design new pages for the Consulate’s websites and social media platforms and maintaining existing ones to keep the sites relevant and useful.
6-Must demonstrate the ability to develop and maintain extensive contacts across a broad spectrum of organizations and affiliations.
SELECTION PROCESS:
When fully qualified, U.S. Citizen Eligible Family Members (USEFMs) and U.S. Veterans are given preference. Therefore, it is essential that the candidate specifically address the required qualifications above in the application.
ADDITIONAL SELECTION CRITERIA
1-Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
2-Current employees serving a probationary period are not eligible to apply.
3-Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.
4-Currently employed US Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
5-Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
6-The candidate must be able to obtain and hold the appropriate security clearance.
